AID FOR SMALL-FARM OWNER The( Federal Farm Loan Board has Issued the following rules for the guld-ance-c-lf the' land banks in determin ing what area constitutes a farm Tor loaning5 purposes: ' "First, jQeneralljr. The farm must be ot sufficient area to yield at the hands pf an "ordinarily capable farm er, putting U to the use to which it is generally adapted and using av erage methods, an Income sufficient to maintain the family of the appli cant and discharge "the interest and amortization payments. "Second. Specially, Where through Intensive farming or the practice of a specialty a sufficient income . has been regularly derived from a tract deficient' in area for ordinary farm lng, or where the application of the prospective borrower shows that he Is by-experience-capable of producing such; aninebme from such a tract, such area may be accepted as suf ficient, provided the .land has a stable and permanent-market value sufficient to warrant the loan applied for. This ruling does" not apply to fruit and or chard lands which have already been the subject's of definite rulings by this . . ' board." Under the first paragraph of this ruling loans may be made to the or dinary farmer, oa the basis of average skill and efficiency, and no tract of land will be' accepted as a farm eli gible for a loan under the Federal farm loan act unless it Is large J enough to support the family and take j care of the loan under the average farm conditions of the neighborhood. But. under the second paragraph ot the ruling the intensive rarmer or the man who practices a profitable special ty, orwho shows himself able to do so, will be giyen financial support by the Federal Farm Loan System, even though ' his farm may be too small for ordinary farming purposes, pro vlded that the land quite apart from Its use has a stable and permanent land value which will make the loan safe whether it is well operated, or badly operated, qr, not operated at all. i. CUT THE WHEAT MENU. The housekeeper who cannot' take wheat Vholly from the menu is re quested to cut each member of her family to at most, one and one-half pounds per week. How she shall do this and how much greater reduction she canmako is left entirely to her ingenuity and 'her conscience. Nearly 2,000 types and sizes of farm Implements which have been gradu ally doveloped by manufacturers dur ing peace-time competition have been recommended for elimina tion during the war by committees pt the National Implement and Vehi cle Association. The object, accord ing to a. statment by the Council ot "National Defense, is to conserve ma terials, labor, capital, and manufactur ing facilities for -war use. In the report ot the committee meetings to the commercial economy board of the Council of National De fense it was stated that no machlney recommended for discard was. believed to be necessary to modern economical agriculture. The lines considered by the committees consisted of steel and chilled plows, grain drills, seeders, and other tillage implements and farm elevators. Such of the recommendations as the, board deems"' suitable, with oth ers from different sources, are being brought to the attention of all Imple ment manufacturers and Jobbers, and as many retail dealers as may be reached, through questionnaries.' During April 50,000,000 bushels more out of the new crop will be added to the pile, Argentina closed the Inst ship ping season with 11,000,000 bushels of wheat left In the. stock available for export. Mr. Batta lias decided to decline the appoint ment. He Is the second minister from Springfield to be called to tlic service, Rev. C. H, Jenses, formdrly pastor of the Christian church, was a member of the second officer's training camp at the Presidio, and Is now first lieu tenant in the spruce production di vision of the signal corps. Rev. Bailey has been pastor here only a short time, taking up the Ideal field last October. j i"1 Have Boats Stolen. . , T. C. Luskey of Eugene and Dr. W. C. Rebhan of this city had two fine rowboats stolen from the' river bank here since yesterday. The thefts were discovered this morning. The two boats, which were valued. a $50 each, were securely, locked so there is no chance of their having broken away. The thefts are, sup posed to have been committed by small boys, and the owners of the boats wish to give fair warning that they must stand the consequences, If they are discovered.
