EVERYONE MUST HELP PAY COST OF WAR Bringing the enormus war cost home to everybody in this, country will soon begjji- to be realized, although the great war machine that is being built up for service at home and abroad will not get into full operation' until about next September, seys the Roseburg Review. It will take three or four months to mobilize, drill and equip a big; army of 1,000,000 to 2,000,000 j men. It will also take about as long to begin turning out a sufficient number of new ships 1 for their transportation to Eu- rope, and thereafter keep this army recruited and fully sup plied with munitions, food, cloth ing etc. To help to meet the enormous . expense for all these things the I new revenue bill now under con ! i sideration in uongress proposes tlie most extensive line of tax ation ever faced by the Ameri can people. Among other things , it provides for doubling the nor mal income tax rates with re ruction of exemptions and in creasees of surtaxes ongreat in comes; absolute elimination of all articles on the tariff free list with the imposition of a min imum duty of 10 per cent and, a horizontal increase of 10 per cent on all now taxible articles, together with increases of taxes on internal revenue and new j taxes which reach to the remote , departments of business and j household life. These new rev ! enues are proposed to make up the year's income of $1,800,000, 000. Increases on postage rate3 include newspapers, which it is proposed to charge on the par cel post zone system. Publish ers who are hurrying to Wash ington and some of those who conferred with the ways and means committee members said that such a line of taxation as is proposed upon them practic ally will force many out of bus iness. Mailing charges for papers of average circulation, it was said, would be increased many thousands of dollars year ly. In executive session the House ways and means committee ad ded a provision to put a tax of 1 cent a pound on coffee and 2 cents a pound on tea in the hands of roasters and importer? The section is drawn so as not to tax the stock in the hands of retailers and is expected to pro duce about $5,000,000 revenue. One draft of the bill proposed to impose a tax of 5 per cent on receipts from advertising, but as finally prepared for the House this tax was made so as not tn apply to newspapers and period icals. The new taxes include levies on life and firo insurance, on household electric bills, tele phone bills, railroad tickets, ad mission to amusements, club due's, automobiles, pleasure boats, and, practically everything that enters Into the life of a fam ily. In an effort to spread the taxation over the business life as well as the social life of the nation, now taxes arc proposed on corporations, excess profits and other elements of commerco Most of the revenue would come from these taxes: On In comes, normal rate of 4 per cent for individuals, with exemptions on $2,000 for married persona and $1000 for unmarried, and graduated super-taxes on In comes of more than $5000; G per cent on corporations; in creased taxes to be effective I from January 1, 1917. On ex cess profits, 10 per cent. On inheritances, new taxes on a graduated scale running from 1-2 to 15 per cent, present in heritance tax to remain. On imports all existing tariff duties raised 10 per cent and 10 per cent duty imposed on articles now admitted free. Minor taxes include: Increase of letter mail from 2 to 3 cents .an ounce, of postal cards from 1 to 2 cents and of newspaper rates by a zone system. Liquor and tobacco taxes practically doubled. Levies by stamp tax es or other means on life insur ance policies, pipe lines, electric power, telephone and 'telegraph messages, theater, club dues, or manufacture of automobiles cosmetics, proprietary medicines musical instruments, jewelry, moving picture films, chewing gum and pleasure boats.
