(Continued trom rago 1.) and tho stato land board must be given machinery for tho oporatlon ot tho system. Normal School Question. The normal school question Is des tined to raise its head onco morn. Pendleton haa not given up hope for tho establishment of an eastern Ore gon normal school. Ashland wants the southern Oregon normal reestab lished at that place, and an effort will be made to have tho legislature refer a measuro to Uie general election of 1918, providing for the establish ment of normals at both these places Rigid retrenchment by tho legisla ture will bo absolutely necessary, be cause of the passage of the 6 po cent tax limitation amendment. The estimated requirements of the stale are fixed at $9,317,623.46 by the stato budget and under tho amendment thero will bo a shortage of $715, 382.09. To doviso ways and means to conduct the state government in the next two years within the appropria tion allowed by tho amendment will be tho big problem of tho session, and it will devolve on the ways and means committee to solve It. Governor Wlthycombo believes that he has solved It, and much of his message will bo devoted to It.. Ho will suggest two methods general re trenchment and a slight increase in the fees of some of the revenue-producing departments. Possibly the Issuance of bonds will bo necessary, if the state Is to continue road building as In the past, and nt tho samo time avail itself of federal appropriations for road work by matching them dol lar for dollar. .The governor la op posed to bonding, however, if it 1m possible to avoid it.
