DEFECT OF'THE PRIMARY
As the time for holding the
primary election is approaching
WP will again call attention, as
vfe haye done several times dur
ihg ths past few years, to one of
the glaring weaknesses of the
direct primary law. of tliis state.

thpse cities for the positions.
Through that law Portland con
trol's the political affairs of the
-sta.te and Eugene, controls the
political affairs of Lane County.
Since the direct primary law
went into effect ten years ago,
you can count on yuur fingers
the men from outside of Eu
gene who have been elected to
office in, this county. Does this
show that Eugene men were
better qualified or more compet
ent ?to perform the duties of
those offices than were the men
from outside that city? By no
means. It is simply because Eu
gene has the votes and puts her
men there, thus "hogging it all"
without considering the rest of
the county. A similar condition
exists in other counties of the
state. Under the old convention
system this was not done. While
there often were complaints of
the influence of the larger cities
in political affairs, there was far
more a'dlstributlon of the offices
to the different parts of the
county. When the delegates
from the various districts met in
the convention to choose candi
dates forf the different offices.

some influence in public affairs
Under the presnt system the
country districts have very lit
tle to say in these matters. An
effort was made by the Republi
cans In this county In 1910 to
overcome this defect in the di
rect primary law by holding an
assembly of the representative
Republicans from all parts-of
the county to select candidates
for the different offices nnd hnvo
the choice of the assembly rat
ified by the voters at the primary
election. This movement was
received with so much disfavor
by the voters, however, that
with but one exception, where
there were opposing candidates,
the anti-assembly men won out
In the primary election. We be
lieve, however, that further ex
perience Is convincing the voters
of the weakness of the direct
primary law ad tliat before
long efforts will be made to rem
edy some of its defects. In
some of the other counties of
the state, leading, men are ad
vocating the holding of nn as
sembly to choose the candidates
for the county offices, and the
result of the agitation will be
watched with interest by poli
ticians everywhere Florence

It is just as well that the pe
titions for a road bond election
will not be filed, for the people
of Lane couhty are not now
ready to go to the expense of
half a million or more to put a
hard surface on roads that al
ready are far better than the av
erage main highway of the state.
A program of road maintenance
with the addition year by year
of a few miles at a time of hard
surface, will be far more ac
ceptable. What is really need
ed is a system of roads feeding
the railroads, rather than roads
paralleling the railroads.
