Tho mayor also named Mr. Fenwlck us a momber of tho library board, but Mr. Fenwlck declined tho appointment, Tho city attorney stated that two of tho mcmbors of tho board aro ending their terms, Mrs. Kahlr as well as Mr. Peery having served tho terms for which they were appointed. Tho mayor, accordingly took tho matter of appointing members of tho libr ary board until a later date. Carl Fischer was re-elected as president of tho council, to bo Acting mayor In tho absenco of tne mayor. Just at this point Councilman Coffin asked leave, as a matter of personal privilege to make a statement. "It has been reported around town," he said, "that I am going to 'stand in.' I want to say now I am not koIixk to 'stand In' with anybody. A penalty of a fine up to $20 or linprlsonment up to ten days Is provided, and the recorder Is given authority to assess both 1 line and impriosnment if tho 'placing of these substances ap- i pears to have been done" mali ciously. The attorney also brought in I an ordinance levying assess- nifints for strnnr wnrlr lnno nrln- licipally in 1912. The work con sists in the main in the grading down of parkings and the con- j.structlon and repair of side walks, and the assessment by ordinance is made after ordinary methods of collection have fail ed. The ordinance was read once, and Monday, December 13, -tne time of the regular meet- ing, was set as the time for a J hearing of replies from persons .interested as to why the assess ment should not be levied. The council ordered that the .owners of property on east Main 'street, from the Charles Scott j place eastward to the city lim its construct sidewalks.
