Community Development Block Grant (“CDBG”)
Program Proposed Change in Use NOTICE IS
HEREBY GIVEN that the City of Beaverton (the “City”)
is proposing to change the use of real property ac-
quired with federal CDBG funds at 12350 SW 5th,
Beaverton, OR 97005 from a commercial property
(Beaverton Community Center) which met the na-
tional objective of Low-Moderate Income – Limited
Clientele. The proposed use meets the national objec-
tive of a Low-Moderate income housing activity, car-
ried out for the purpose of providing or improving
permanent residential structures which, upon com-
pletion, will be occupied by Low-Moderate income
households, set forth in 24CFR 570.208(a)(3). This
change of use requirement follows the provisions set
forth in 24CFR 570.505(1) as the new use of the prop-
erty will still qualify as meeting one of the national ob-
jectives in 24CFR 570.208.
In an effort to help address the City’s affordable
housing shortage, the City, with Metro Housing Bond
funds, proposes to demolish the existing community
center and construct 66-units of affordable housing,
which will be limited to those with incomes at 60% AMI
and lower, with 38 units being designated for those
whose incomes are 30% or less of Area Median In-
come, with a focus on vulnerable seniors. Of these 38
units, 19 will be Project Based Vouchered units pro-
vided by Housing Authority of Washington County.
The ground floor will remain a commercial space,
which will serve a similar function, as the Beaverton
Community Center.
This project meets the City’s current goals of creat-
ing and preserving affordable rental housing as well
as the goals set forth in its 2020-2024 Consolidated
Plan. Pursuant to the City’s Citizen Participation Plan,
comments on the proposed change in use will be ac-
cepted by the City for 30 days from the publication of
this notice. All comments are encouraged and will be
considered if received by August 18, 2022, 5:00pm.
