544’ ZONE 2.0 MILLION GALLON RESERVOIR IMPROVEMENT
CITY PROJECT: WS-715
The City of Camas solicits interest from consulting firms with expertise in the Civil Design of reservoirs and
associated site improvements, Critical Area Reports including archeological, geotechnical and environmental
studies, Landuse Approvals including site plan review, conditional use permit and design review, Real Estate
Services including appraisals, title searches, and land acquisition, Surveying, and Project Management for
performing work under the State PWTF requirements. This work shall consist of preliminary engineering, design and
plans preparation, site acquisition, preparation of specifications, critical area reports, land use approvals, SEPA and
construction management.
PROJECT DESCRIPTION
The proposed project will consist of site acquisition, landuse approval, and preparation of Archeological and
Environmental documents, design of a 2.0 million gallon reservoir and associated improvements including
connection to the existing city water system, site design, stormwater facility design, public involvement, and
landscaping improvements. The major features and goals for this project are as follows:
• Establish good working relationships with City Staff, affected property owners, and various regulatory
agencies.
• Gain right of entry to adjacent properties and communicate with property owners.
• Size and design storm water facilities in accordance with DOE approved methodology.
• Prepare sound environmental solutions and documents for required, WSDOE, and City of Camas permits as
well as any other necessary permits.
• Prepare land use applications, critical area reports and narratives addressing Camas Municipal Code approval
criteria for Site Plan Review, Conditional Use Permits and Design Review.
• Prepare various visual aids and represent the city in the public hearing process and public open house events.
• Prepare a Code Analysis Memo and submittal package to the Camas Building Department.
• Conduct surveying for preliminary engineering, right-of-way related documents, descriptions and illustrations,
and construction.
• Work with DOH to gain approval of plans and specifications.
• Prepare PS&Es for City of Camas approval.
• Prepare appraisals, appraisal reviews, acquisition journals, negotiations and offers, title searches, and other
required documentation for site acquisition.
• Provide full-service construction management including surveying, pay estimate preparation, calculation of
various funding source eligibility for reimbursement, construction inspection, submittal reviews, daily diaries
and daily quantities, project documentation, coordination with City of Camas and PWTF staff as necessary, and
other related tasks.
• Complete preliminary engineering and site acquisition by December of 2014.
Funding includes a loan from the PWTF in the amount of $2,400,000.00.
Compliance with PWTF Requirements is required for all phases of the project.
The work to be performed by the selected consultant is broken down into three major “stand-alone” tasks:
1) Preliminary engineering phase will include, but not necessarily be limited to, all environmental studies, reports,
permit applications and documentation, preparing and running an open house and Public Involvement processes,
land surveying for various purposes, preparation of PS&Es, coordination with various agencies involved in the
approval processes, utility coordination, and other project tasks as required that may assist the City of Camas to
prepare for timely approval by all involved agencies;
2) Site acquisition phase including, but not necessarily limited to, plans preparation, boundary survey,
coordination of necessary appraisals and appraisal reviews, facilitating and conducting meetings and conversations
with property owners, preparing legal documents for acquisition, title searches, file organization, and other various
related tasks;
3) Construction phase full-service project management including, but not necessarily limited to, land surveying,
construction staking and monumentation, full-time construction inspection, on-going environmental and cultural
resource monitoring, submittal reviews, preparation of Daily Inspection Reports, pay notes, pay estimate
preparation, breakdown of eligible funding cost reimbursements for various funding sources, certified payroll
reviews, verification of contractor’s eligibility to perform work, file preparation in accordance with Camas format
requirements, preparation of “As-built” drawings, audit support, and other general construction records preparation
as required by funding sources, utility coordination, and assistance and coordination with various agencies,
companies, citizens, property owners, and contractors.
SUBMITTALS
Submittals should include the following information: Firm name, phone and fax numbers and e-mail address;
Name of Principal-in-Charge and Project Manager and personnel proposed for this project; and number of
employees in each firm to be committed to the project.
Submittals will be evaluated and ranked based on the following criteria:
