Progress Reported in Peace Talks;
Republican Accepts Clean-Up Job
PEACE TALKS— A fter weeks of stalemate and pessimism, an un
expected feeling of optim ism surrounded the Korean peace talks There
were reports of a possible e a rly settlement^ However, the hard, core of
disagreement on fundam ental issues w hich have delayed an arm istice
have been shoved aside only te m p o ra rily and must be settled eventually.
On three issues the Communists and A llies have reached agreem ent:
(1) Red Cross teams from A llie d countries w ill w ork Jointly w ith nation
al Red Cross representatives fro m Red China and Red Korea in handling
the prisoner exchange; (2) The Communist c la rifie d th e ir stand on
paroles. The oath would require only that prisoners re s tra in i-o m p a r
ticip a tio n in the Korean War, instead of a ll "a cts of w a r" ; and -'$) The
Communists agreed to re tu rn U.N. m ilita r y prisoners— about 11,500
m en—w ithin 30 days after an arm istice.
» There was one development on the w orld scene, however, th a t could
h u rt future peace talks. Jacob A. M a lik. Soviet representative In the
U nited Nations general assembly, in a fin a l attem pt to frig h te n U.N.
mem bers into agreeing to im m ediate discussion of the Korean question
in the assembly, charged that the Anglo-Am erican block is not only pre
pa rin g a th ird w orld war, but "th is w orld w a r has in fa ct begun.”
Why should M a lik make such a statem ent i f agreem ent in Korea is
near? A num ber of observers are wondering if the Chinese have fin a lly
determ ined to have peace in Korea, even over the objection of th e ir Mos
cow masters? And. is it an indication of the m uch rum ored split between
Russia and China?
The diplom ats may speculate and express th e ir hopes, but the people
in the home towns of A m erica rem ain skeptical about the whole thing.
In th e ir minds there are too m any unanswered questions. They are in
clined to believe there w ill be peace when the documents are signed,
th e prisoners exchanged, and th e ir sons are returned home.
