A c tu a lly , that action made very little difference to members p f the House. We w ill recess as planned, b u t w ill keep in session technically by m eeting and a d jo rn in g each three «lays. The practical difference is that the employees o f the House of Representatives w ill get no vacation and m ust stay on d uty. Thus, the peeve of the Senate is taken out on a couple o f dozen w eary clerks, reporters, pages, reading clerks and door keepers. Seems to me th a t was a lit t le beneath w h a t is usually referred to as the d ig n ity of the Senate. I had planned to d riv e home w ith the fa m ily and spend three or fo u r weeks there d u rin g the recess o f the House. We had our grips packed and ear loaded. Then, le s than an hour before we were due to start, I received a telephone ca ll from th«- C hairm an o f m y com m ittee asking me to go w ith him , and the Subcom m ittee on P u b lic H ealth, to England and the Scan din a via n countries to study h e a - lf 1th insurance program s in oper * a tion there. T his subject is a h o tly controversial one in this Congress. Thus fa r we have been showered w ith p rin te d m a tte r and blasted w ith o ra to ry — b u t actual firs t hand know ledge has been sadly lacking. C lear cold facts also are obscure by the heat th a t has been generated around th is sub ject. I believe o u r com m ittee can obtain in fo rm a tio n th a t w ill re a lly th ro w some lig h t on the problem so th a t fu tu re decisions can be made on the basis o f facts.
