The problem of how to pay fo r h ig h w ay s w hich a re
ad eq uate to c a rry th e huge m odern com m ercial tru c k s
and tra ile rs is being given a n in cre asin g a m o u n t of
a tte n tio n by public officials, new spapers, an d o th e r
o rg an izatio n s and individuals.
T he problem is a very rea l one. T he tru c k e rs u su ally
a rg u e t h a t th ey pay larg e tax e s, and t h a t is tru e . H ow ­
ever, th e breakdow n of o u r h ig h w ay s u n d e r th e big
vehicles can be seen by anyone w ith eyes.
A ccording to G overnor W arren of C alifornia, “i t
co sts 22 p e r cent m ore to build h ig h w ay s t h a t w ill
sta n d u p u n d er tru c k pounding th a n th o se b u ilt fo r
p riv a te vehicles alone.” A ccording to G overnor D u ff
of P ennsylvania, a stu d y of th a t s ta te in d ic ate s t h a t
it costs $4900 a y e a r to m ain tain each m ile of pave­
m ent used by tru c k s —and only $350 to m a in ta in h ig h ­
w ays over w hich th e tru c k s do n o t operate.
T he s itu a tio n h a s been f u r th e r com plicated by th e
fa c t th a t som e tru c k e rs have a p p a re n tly m ade a policy
of d isre g ard in g legal w eight lim ts, and have se n t th e ir
vehicles o u t c a rry in g loads w hich lite ra lly m u rd e r
th e highw ays. O klahom a is one of th e s ta te s w hich
is a c tin g to p rev en t th is. I t h as a law m ak in g pos­
sible p en alties of as m uch a s $7,000 fo r single offenses
o f g ro ss overloading.
In a n y event, th e cost of building and m a in tain in g
th e h ig h w ay s seem s to have b ro u g h t on severe h e ad ­
aches in m ost of th e s ta te s — and big tru c k s a re largely
th e cause of it. T he question w hich m u st be answ ered
is w h e th e r th e tru c k s a re actu ally paying a f a ir sh a re
o f th e expense. A good m any e x p erts have come to
th e view t h a t th e tru c k s a re n ’t doing th a t now__and
so, a s a resu lt, all o th e r ta x p a y e rs and m o to rists a re
in d ire ctly su bsidizing th is com m ercial business.
