Printed on the official ballots which voters will have a chance to see
Tuesday, November j, will be several measures of proposed legislation,
some are good, some bad. A resume of this legislation appears in the
Official Voters' Pamphlet which was published this week.
The first amendment is planned to provide for a chain of succession
among state officials in case of death of the governor or his removal
from office. First in line of succession will be the president of the senate
followed by the speaker of the house, then the secretary of state or
the state treasurer.

The seventh proposal has to do with regulating fishing in various
streams, inlets, and bays. This bill does not stop the Isaak Waltons
from angling for fish but it does set up areas and regions for commer
cial fishermen.

The proposal plans to protect the salmon and steelhead in order that
the present supply can be increased rather than decreased. Fish are an
important natural resource, especially to Oregon. Conservation of all
natural resources is a must.
In eighth position on the ballot is the proposal to create a state old-
age and disability pension fund. Supporters of this measure claim it
would give full time prosperity to every individual in the state.
Opponents of the measure point out that the bill will give residents
of Oregon four income taxes to pay. That in addition to the four in
come taxes a pyramided transaction tax will add six or seven hidden
taxes to income. Oregon businesses which export products to other
states will close up because the cost of production will have risen to
a point above competing market prices. The excessive )% gross tax
will force many small businesses to the wall and will add to the cost
of livipg in Oregon.
The last bill which will appear on the ballot is the measure to create
a basic school support fund by annual tax levy. •
This is an equalization plan which will provide a way for the citi
zens of the entire state to aid in the support of the common schools.
State funds will be available for school aid. Many f Oregon schools
really need financial help.
The opposion to the bill is coming from the Oregon taxpayers fed
eration which states that the cost of the measure will have to be born by
a tax on property.
The important thing about all of these measures, however, is that
the voter votes!
