Last week in San Francisco the Secretary of War, Robert Patterson was matched in battle with former national commander of the Amer ican Legion, John Stelle. Lantern ,awed Commander Stelle, without taking a convention vote, publicly stated to Patterson that the Legion believed that 16 weeks training for peace time conscription was plenty. Patterson, in a convention speech had asked for help from the le g ion in pushing through the next congress a peacetime conscription hill The Army has worked out, Patterson pointed out- a short, six months training plan, which with the help of the Legion’s powerful lobby, the Army had hoped to be able to make a reality. The hills are higher than at any other time. There are thousands of interesting things calling to the boy, there are other thousands of important projects which must be accomplished. Like young animals, boys at that age like tp run in packs, gangs the kids call them. The three years between 12 and i j are among the most formative of a young boy's life. A t this time the mind of the child is most re ceptive. Given a chance to live and learn the Scout way a boy can discover the world is full of opportunity, fun, and good living. America’s responsibility to its youth can be partly met if Americans support the Boy Scout movement. For through Scouting boys be come outstanding men. After the stint in the Army the youth who goes on to college will have a better idea of what he wants to do and what he is physically and mentally qualified to do. Most individuals spend their first year in college discovering for themselves just what they are equipped to do. The returning veterans who are presently in our colleges have indi cated that they know definitely what they want to do and they are not taking any false steps to reach their goal. This indicates that the young man who has had a years Army training will he able to step into college life without losing stride. He will be more mature. He will have more self discipline. And he will know what he wants to do and how to go about getting it done. Peacetime conscription, of one year in duration, to be given every male citizen of the United States of America at the age of 18 or the conclusion of high school would be beneficial both to the nation and tff the individuals who were the recepients.
