Roosevelt and the generals were
proved rig h t when they said S talin
needed peace. But they were wrong
when they thought he W'ould come
around. The state departm ent un­
derstands the situ a tio n now and, as
the recently concluded m eeting of
the foreign m in is te rs dem onstrates,
appeasement has been over fo r
some tim e. We know Russia ca n ’ t
fight and doesn't w a n t to. Russia
knows we can’t fig h t w hether we
w ant to o r not. She is acting ac­
co rd in g ly and according to h is to ric a l
precedent.

OPA Battle Has Political Side
W hatever one m ay th in k of the
in tric a c y of the economic theory be­
hind the OPA, its p o litic a l im p lic a ­
tions are a thousandfold m ore d if­
fic u lt to assess.
As congress battled over the ta t­
tered rem ains of the p rice control
la w , m any a congressman who th o r­
oughly detested the whole set-up be­
gan to w o rry a little as to w hat
m ig h t happen back home i f he were
held p a rtia lly responsible fo r w re c k ­
ing the agency.
I t was a ll rig h t fo r the representa­
tive s of fa rm com m unities.
The
fa rm e r would reap the re w a rd of
h ig h e r prices first. B y the tim e he
fe lt the effect of h ig h er prices on
the things he had to buy, OPA
p robably would be forgotten. B u t
congressmen fro m in d u s tria l cen­
ters were in quite a d iffe re n t position.
"These com m unities are heard fro m

is the reason th a t a num ber of Re­
p u b lica n s supported the a d m in is tra ­

I t took some tim e fo r congress to
m ake up its m in d w hether it would

fo r reconvening), as they usually do
when a session comes to an end,

When congress m e re ly recesses it
can reassem ble w ith o u t a special
p ro cla m a tio n by the P resident.
When the P resident calls congress
in to session he has to issue a proc­
la m a tio n . T h a t’ s a ll the C onstitu­
tio n demands. He doesn’t have to
d e liv e r it. Out of courtesy, how­
ever, the W hite House alw ays tele­
graphs the president of the senate
and the speaker of the house.
B u t the p ro cla m a tio n is not good
unless the G reat Seal of the U nited
States is affixed thereunto. Nobody
can do that b u t the se cre ta ry of
state, fo r he is the keeper o f the
seal. So along w ith the p ro cla m a ­
tion, the P re s id e n t has to issue a
w a rra n t, o rd e rin g the se cre ta ry of
state to do the a ffixin g .
