It is a recognized fact that we NEED BETTER WATER and that we NEED MORE WATER. The Mayor and Council propose to follow expert engineering advice, and expend approximately $350.000 f< r the purpose of: (a) Installing a filtration plant to improve the present water supply. (b) Covering the present Crowson Hill reservoir. • (c) Building a new distribution reservoir in the canyon adjacent to the present lotver reservoir, and covering same. (d) Building one, and perhaps two distribution reservoirs properly covered. Thesd distribution reser voirs will eliminate excessive water pressures, and increase fire protection. The Balance of the mon ies realized from the bond issue will be spent for the purpose of increasing the water supply, and any plan for this purpose will be submitted to the people BEFORE any expenditures therefor will be made. THE IMPORTANT THING IS, to provide the money NOW, while interest rates are low. W’e expect to sell the bonds at a rate of interest not in excess of D/2 per cent, whereas city bonds have heretofore been issued at rates up to 6 per cent and our former water bonds bore interest at 4 % per cent. Expert advice tells us to take advantage of the money market NOW, even though plans for increasing the water supply are n*u complete. SECOND: $50,000 MUNICIPAL AIRPORT BOND ISSUE. VOTE 102 YES. This proposed charter amendment authorizes the Council to issue $50,000.0(1 in Municipal Airport Bonds to MATCH federal funds when made available for the acquisition and construction of an Ashland municipal airport. Towns who were left off the railroad in the early days failed to grow and develop. Cities which do not havn a municipal airport will suffer the same fate. The money derived from the issue will be used ONLY TO MATCH FEDERAL FUNDS WHEN MAP1' AVAILABLE IN THE PROPORTION REQUIRED BY THE FEDERAL AGENCY. At the present time tlv government defrays 25 per cent of the cost of the site, and 56 per cent of the cost of construction. This may be increased later so the United a still greater proportion. • States Government • may contribute ■ • Argument as to low interest rates, and necessity to procure money in present money market, apply to this issue the same as to the water bond issue.
