POSTWAR TALK S SHOW C O O P E R A TIO N T R E N D S f W A SH IN G TO N . — M r. Roosevelt has been edged up to his promised ( meeting with Stalin and Churchill | by a series of foreign affairs : speeches which seemed to set a new i A m erican background for the dis- — cussions. Pressure from underneath the sit uation. generated by unsatisfactory political developments in Europe, lifted the lid on the subject official ly— only to a lim ited extent and ap parently only for a time. Yet rising courageously with new ideas have come Senators Vandenberg. Wheel er and Connally, and George Foster Dulles, the Dewey advisor. These may have appeared somewhat confusing to the pub lic, but together they constitut ed a form at affording M r. Roose velt knowledge of what Is want The “ com pleat angler” la undeterred by snow, sleet. Ire or any of ed in various quarters and there M other N ature's vagaries. In the fro ie n wastes of M aine, the sport has fore how fa r he can go. F o r instance, the Vandenberg opus become an institution. C lim ax of the expedition is, of course, the eating was confusedly interpreted as a con of the fish. The fire is built right on the ice and the fish cleaned and version of an isolationist to the in fried on the spot. ternationalist viewpoint. The gleeful internationalists hailed the speech from that standpoint, and so did the somewhat disappointed nationalists who seemed to fear its import. Actually it was only a Vandenberg plan which did not join either side. His program, which is even at this late date being confusingly reported in magazines, seemed to me to be sim ply this. S P H E R E S OF IN F L U E N C E Russia and B ritain are dividing Europe into spheres of influence, j while our ideal and our policy lan- 1 guishes. We want freedom for all peoples, apparently real democratic | freedom, not just deliverance of Europe from the bonds of fascism , into the chains of communism. Vandenberg therefore proposed to ' pledge free future use by the Presi- J dent of our armed forces in the post w ar world to prevent re m ilita riza - I tion by G erm any and Japan only, , He did not pledge their free use or any other kind of use, to perpetuate forever the conquests Russia is m ak F lyin g non-stop from P restw ick, Scotland, to La G uardia field, New ing in Poland, or the Balkans or a F o rk , completing the 3,315-mile flight in less than 17 hours, the crew of British sphere of influence in Greece. an a ir transport command Douglas C-54 established a new record Indeed, he mentioned the possibil and was the first reg u larly scheduled cargo plane to m ake the non-stop ity that there m ight be an unjust flight. The crew was m ade up of civilians. peace, and he obviously did not want our arm ies backing that kind of a proposition. That was the essence behind the Vandenberg idea. Now Wheeler, also, I think, was not clearly understood. He said he favored the Connally plan for an in terim council of nations, and this was hailed as his conversion. But W heeler did not want free use of our troops in any future w ar for any pur pose. His main point was that the next w ar threat is not likely to arise from G erm any or Japan but from Russia, France, China, B ritain or us—the big five with the arms, whereas Germ any and Japan are to be com pletely crushed. W A NT TO C O O PERA TE It is clear therefore that both Van denberg and Wheeler have said only that they wish to cooperate in a just peace— a pledge which is somewhat modified by the obvious policies of both Russia and B ritain in Europe, and Wheeler's additional reserva tions. Vandenberg did say he would not expect full freedom for Europe at once and seemed willing to accept tem porarily a certain lim itedly un satisfactory European condition. Sim ilarly the speech of the Dewey internationalist adviser, M r. Dulles, was reported as an attack upon Am erican aloofness in foreign policy and was misunderstood as an as sault upon isolationists. What M r. Dulles said was that current condi tions in Europe are due to Russian and British policies. Russia, as he put it, has been as signed responsibility in Europe "in N avy pilots using the forw ard elevator well of a task force 58 c a r large p a rt,” and B ritain "in small rie r for th e ir reg u lar basketball game. These pilots took to the a ir p a rt.” F or this he held the adminis d aily, during the Guam occupation, to strafe enemy troops. tration responsible. Wheeler is the only one who came right out and plainly implied he did not expect Russia and the others to agree to anything that would be ac ceptable to him, but the same thought was not absent from the carefully fram ed Vandenberg plan ! or from the Dulles speech. M r. Roosevelt is thus being sent forth with what appears to be a pop u lar mandate to break power politics in Europe—nothing more. To what ever extent he fails in that, the plan he brings home w ill be in pub lic jeopardy (judging from the pop ular reaction to these talks).
