County Ballot Have
Error in Printing
It was discovered the past
we«k by the county clerk's office
at Medford that an error had
been made in the printing of

some 20,000 ballots for the com­
ing election Tuesday. Error was
made in the spelling of the name
of Wayne Morse .the printer hav
ing spelled it as Morns. Ballots
had already gone out to absentee
voters .including many to over
seas voters before the error was
discovered. After a hurried tele
phone consultation with Attor
ney General George Nuener, in
Salem, county clerk George Car
ter ordered the printing of stick
ers, and these were pasted over
the name of Morris on the ballot
It was pointed out that far
reaching effects could come from
the error, as the sticker on the
ballot draws more or less atten­
tion to that one name, and could
be said to give the candidate
more or less an ad v a n t a g e.
Should the state totals be close,
the Jackson county vote might
have a large bearing on the re­
sults.

What is made in Ashland, makes Ashland
S”pPort the!r schools by both state and local tax funds. The proportion of the total
which the state contributes ranges from 92 percent in Deleware to 1.4 per cent for Iowa, and 1.7
per cent for Oregon. In Washington, the state contributes 57.6 per cent. In California It is 43.3 per
cent, but there is a bill on the California ballot this election very materially increasing the propor­
tion the state will bear. (These figures are taken from Report of Research Division, National Edu­
cation Association 1941).
In 1942, as a result of the initiative measure passed by a large majority, $5,000,000 surplus in-
cometax funds are now being used to reduce local school district taxes. The reduction in Ashland
was about 7 mills for last year; other districts similarly. If the proposed amendment carries, this
reduction in local school taxes should be materially increased.
When funds are raised on a state level, the state can make use of several different forms of taxation
o distribute and cushion the load, making is more easily carried by localities and individuals. The
local district has only one form—the property tax—available to it for Ail of its purposes, school,
city, county and others which means this form of taxation is usually overburdened.
By means of a state fund it is possible to adjust some of the large inequalities among local dis­
tricts m their abilities to support schools. Education of the people is a matter of more than com­
munity concern. With our mobility in population each local district is not only interested in the
type of education it offers but what is afforded by every other district.
When taxes are levied on a state wide basis ALL property within the state helps to support schools
A t present, there is considerable amount of property within the state which pays no school tax.
Under our constitution and laws the state is responsible for a uniform and adequate system of pub­
lic schools, but with the constitution in its present form, the legislature is unable to supply state
support adequate to this end. The proposed amendment implements the constitution to make this
posible.
Local school districts, these times, held as they are by the Bix per cent constitutional limitation,
cannot cope with present rising costs due to increased enrollments and drastic teacher shortages,
unless materially aided by state support.
