IN MANY CENTERS

registered and recorded this y e a r as
never before.
He m ade it seem alm o st non -par­
tisan p atrio tis m the w ay he put it,
re m in d in g all citizens of th e ir duty.
M ost observers w rote it down as
the same old p olitical lin e m ost can
didates use on election eve. this tim e
delivered e a rlie r.
But he m ust have spoken fro m

which m ay decide the election— end

This cam paign so f a r has been
alm ost e n tire ly centered upon
undercover o rganisation by both
sides to get out th e ir vote. I'n -
fo rtu n a tely, no p o litic a l a u th o ri­
ties here. Republican or D em o­
c ra tic , keep close tab on na­
tion al results of this d o m in atin g
phase of the c a m p a ig n . Y e t
here and there facts a re com ing
to the surface, as, for instance,
in B a ltim o re .
T h e re re g is tratio n has increased
10 per cent o ver 1942. O f the 32,000
ad d itio nal voters in th a t steel, a ir ­
c ra ft, w a r-w o rk e r port, 22,000 w ere
D e m o cratic, only 8.000 R epublican
(odd figures and independent voters
ap p aren tly accounting fo r the m iss­
ing 2,000.) N e a rly one-sixth of the
whole city re g is tratio n was N egro
(335.380 w hite and 61.365 N e g ro .)
The greatest rush of registran ts
was in a 10-day period b efo re the
tim e lim it, ind icatin g c le a rly some­
one was doing an e x tra o rd in a ry
job along M r. R ’s line, in fact,
enough to swing the e n tire state of
M a ry la n d in a close election.
F ro m Ohio and In d ia n a , how ever,
congressmen have brought reports
th a t the local D e m o c ra tic o rg a n iza ­
tions in some counties a re not
functioning at alL
W hether they are silen tly resent­
fu l or just hopeless the re p o rt­
ing congressmen do not know. They
are ,

convinced
D em o ­
c ra tic organizing is not up to stand­
a rd .

U p to now no lab o r organization
has taken over the local m ach in ery
o f eith er m a jo r p o litic al p arty . In
m a n y cases lab or votes have dom i­
nated d istricts and controlled the
p a rty politicians, but union men
w e re not in p a rty offices.
I believe C IO tried to get
its m en into the D e m o cratic or­
gan izatio n in M ich ig an a year
or so back, bat failed .
T h e most authentic national
reports av a ila b le — as a whole—
thus indicate C IO ’s efforts have
been spotty so fa r.
In w a r w orking centers they failed
in th e ir cam paign to b ring the vot­
ing booths into the factories, thus
to provide g re a te r voting fa c ilitie s
fo r th e ir people than citizens gen­
e ra lly enjoy, but they have been
able to edge them selves to w ard
positions usually handled by D em o ­
c ra tic leaders (m a n y of w hom are
aw a y to w a r this y e a r .) In most
m id w e st counties th ere ap p are n tly
is no C IO a c tiv ity , o r signs of suc­
cess.

w orked out w ith them , and w ith the
R epu b lican congressmen, an e x tra ­
o rd in a rily close cooperative system

notion the Republicans w ill win

loses.
This is an easy assum ption which
takes the fu llest possible lib erties
w ith the inn er facts of the situ­
ation.
A ca re fu l check suggests ra th e r
th a t the election of D ew ey is essen­
tia l to b ring both houses of con­
gress into the R epu b lican colum n, or
ra th e r it is, unless the voters go in
fo r an unprecedented am ount of
tic k e t • sp littin g and tu rn en tirely
aw a y fro m the D e m o c ra tic lis t afte r
checking M r. Roosevelt.
T h e R epublicans have th e ir best
chanco in the house. T h e re the lin e ­
up today is:
R epu b lican 212, D e m o c ra t 216, v a ­
cancies 3, o ther p a rtie s 4.
W ith ou t the aid of a pencil, a
g lancin g o bserver m ig h t conclude
the house to be c e rta in ly R epu b li­
can as only six m o re seats are
needed. M a y b e — but the unnoticed
fa c t inside the m a tte r is th a t the
R epu b licans a lre a d y fu lly hold the
congressional field outside the cities.
