Portland merchants , who- place their
wares on the sidewalks are entitled to
protection. It la no wonder that they
are loudly protesting for the negligence
of that part of the city government
which I popularly supposed to keen the
dust down, but which utterly fails td do
so.". The merchant is entitled to protest
