Good Report From Treasurer Revenues Have Increased 60% Transactions of the State Treas urer have grown with war activities The current volume is double that of prewar in 1939-40; exceeds $100,000,000 a year. Revenues have increased 60 percent. Cash on hand currently ex ceeds $40,000,000 allocated by law to more than 40 separate funds, each of a different purpose. Security holdings amount to $33 - 000,000. The increase of revenues and turnover comes from many sour ces, large and small. The largest sources are industrial accident and unemployment insurance, liquor con trol, income taxes, public utilities, fees and taxes, gasoline taxes, insur- surance premium taxes, an d estitu tion fees. The state holds $2,000,000 of United States securities, mostly war bonds. The state treasury staff is handling this business without increase of per sonnel. The state treasurer, in addition to his duties as custodian of state funds and securities, serves on six adminis trative boards along with the gover nor and secretary of state: Board of Control, Land Board, Banking Board, Bond Commission. Printing Board and Reclamation Commission. The Board of Control directs the affairs of 2 insane hospitals, the Fairview Home for the feeble mind ed, 2 tuberculosis hospitals, the peni tentiary* 2 training schools for boys and girls, the blind school and the deaf school. The Board of Control also directs the buying of supplies for all state boards, commissions, and institutions except the liquor commission. These purchases run to nearly $3,500.000 a year. The Board of Control also ad ministers the restoration and insur ance fund for state properties des troyed by fire, storm, or flood. The Land Board directs the affairs of the irreducible school fund and of the former soldier bonus commission of World W ar I. The capital assets of the school fund are fiearly $10,- 000,000 and revenues $450,000 a year. Assets of the soldier bonus are nearly $15,000,000 and revenues $1,000.000 a year. The state treasurer is the collector of taxes on inheritances and gifts, in the routine amount of $600,000 to $700,000 a year. All the business of the state centers financially in the state treasury. The state treasurer is an active and busy executive of state affairs. The pres ent state treasurer, Leslie M. Scitt, has been in office 3)y years. The state treasury has kept exact ac counts of all money, and has been audited regularly by the auditing staff of the secretary of state.
