will be govern ed largely by the de
fense needs o f the United States and
o f the Soviet U nion . , . rather than
by the usual com m ercia l con sid era
tions, the exch ange o f notes will en
sure the con tin u an ce during the e m
ergen cy period o f our established
com m ercial relations w ith the Soviet
U nion on the basis o f the 1937 c o m
m ercial
agreem ent.”

T he agreem ent provides speedy deliv
ery o f needed m aterials to Russin
and priorities fo r Soviet ord ers in the
