people and sustained by the courts, the operating revenues
of these 1,000 districts will be somewhat fortified by cash
from that source; if the sales tax fails, it is difficult to for-
see how they can operate much longer, as their warrants
are practically unmarketable at this time, although some
day they w ill have to be paid 100 cents on the dollar, with
