MEXICAN MINING
PAST AND PRESENT
Three hundred years ago Mexico
was the greatest mining country in
the world. In a hundred years it
bad doubled the world's stock of
precious metals. Mexico was thou
under tho stroug and despotic
government of the king of Spain.
The world moved on. Tho sous of
liberty In the north won their iu
dependence and kings in North
America wont below par. Mexico
oaugbt the sound of liberty from the
freo republic its northern noigbbor
and the Moxicaus found tboir
Washington, Hidnlgoaud Morolos aud
had their Bunker Hill at Cuautlla.
Those were stirring times for tho
friends of liberty aud humanity
times when civilization was getting a
new footlug in tho world but they
wore bad times for mining, aud tho
product of the mines of Mexico under
tho frcor but weaker government of
the new ropubllc went down faster
than tho United States steel securities
are now going.
Tho Mexican republic, though
conceived on the highest ideals,
furnished in practice about tho the
most lusocruo government that has
been found on tho earth. No one
know when he weut to bod at night
who would bo presidont in the morn
ing, and no ono knew when ho planted
bis corn in tho spring who would
gather it in tbo autumn, or whon bo
opened a mine one year who would
bo working it the next. Under such
a new regime new mines wore seldom
opened and old mines rapidly closed.
But the wheel of fate goes round.
Mexico had a bard tlmo of it dur
ing the first three-quarters of the
nineteenth century. Then Porflro
Diaz camo upon tbo sceuo. Ordor
gradually emorged out of chaos.
Pooplo began to fool secure that
they could reap wboro thoy had sown
and could realize for themselves tho

and today, after a quarter of a
century of Diaz, Mexico is agiau the
most promising mining country iu tbo
world.
It is said by thoso of littlo faith
that tho mining oporatioua of tho
Spaniards betweon 1000 aud 1800
had taken all of tho value tbero
was in Mexico. Tbo pesbl.nlst has

Spaniard scarcely scratcobd the
surface. He has left a hundred dollars
where he took one, aud tbo modern
miner in Mexico is fiuding better
mines tbau the Spaniards ever
worked aud is producing ton times as
much every year now as the Spaniard
