TAXING MINES.
Equitable System Which
Would Operate as Stimulus
to Production.
Many western states are especially
interested in the taxation of mines.
The question has been anxiously
discussed for many years, particularly
in Colorado. No very satisfactory
results have followed from all these
years of discussion because the
legislatures have not been guided in
their deliberations and enactments by
any rational scientific principle.
The somewhat natural but mistaken,
though almost universal practice pf
taxing wealth has been the prevailing
idea. The farmers throughout tho
west havo boon lutout "on taxing
wealth, and taxing banks, the
common depositories of money.
They have almost taxed banks out
of existence to their own most serious
inconvenience and loss.
Influenced by this mistaken idea
of taxing wealth wherovor it is found
there is a disposition to impose a
tax on mlnos proportioned to tho
gross output. In dofouco of this
proposition it may bo urgod that it is
in principle' ldontlcal with tho much
favored iucomo tax, though that is
doclared to be unconstitutional. It
might even bo levied with moro
justico aud equality than tho iucomo
tax; for it is easior to ascertain the
output of a particular miue than to '.
find out tho Income of a millionaire.
But tho taxatlou of tho gross out- i
put of a mine would bo all right if
you desired to discourage tho output,
and reduce It. Tax dogs and there
will be fewer dogs. Tax tho gross
output of mlnos aud it is absolutely
certain that in auy stato where a tax
is imposed tho total output of mines
will be loss. It is said that in
Colorado many of the less productlvo
mlnos havo boon forced to coaso
operation as a result of taxatlou.
This Is doubtless true to some oxtout
universally for tho direct lufluonco
of taxation Is to discourage outer
prise. In discussing this question aud
arguing against the taxatlou of the
gross output, a western papor says,
"If the miner wore taxed on tho not,
thou, and only thou, would some
semblauco of fairness bo approached,
so far as he is concerned." To some
exteut this is no doubt so, but ovou
tho samo prluclplo of discouruRoinont
would operuto. A mluor might bo
dotorrod by four of tuxutiou from
adopting improvomoouts or makiug
outlay which would increase tho
net result of his mlue. Ho might
conclude that tho Increase in tuxutiou
would bo too grout for tho risk aud
trouble and cost of improvement
which otherwise ho would not hosituto

axiom in taxatlou of universal aud
Invariable application that you
cannot tax wealt iu auy form and In
auy mauuor without dlsrcouraglug
its production.
A uearer approval to fairness aud
equality in taxation even than that
of taxing the net product of a mine
would be that of tax lug Its annual
value. While this method would bo
strictly just between miuer aud miner,
it would operate as a positive
stimulus to production, and conse
quently to the general eurlchmeut of
the state.
A miner, under tho influence of a
tax on the anuual value of his mlue,
would bo luduced to make the very
best of it, and to work it for all it
was worth. Ho would not hold
It Idle, nor be doterred from adopt
ing Improvements aud making
neceessary outlays. Under tho
luflueuco of this eucouragemout,
production lu a thousand mines
would be likely to lucreaso aud
mines otherwise allowed to remain
Idle might be operated. Uudor such
a policy taxatlou would ceaso to be a
detriment and would become a power
ful stimulus to wealth production.
