Prof. Russell of Geological Sur vey Discusses Subject Affect ing Large Areas in West. lu a Preliminary Report on Artesian Hasina Id Southwestern Idaho and no utheasteru Oregon, Water-Supply and Irrigation Paper No. 78, now in prewi, United States Geological Survey, Prof. 1. C. Russell discusses a subject of great Intercut ai affecting large ureas of private aud public lauds in the Went. The region embraced Include), In a general way, the Snake River Plainit, Idaho, aud large portions of Malheur aud Harney counties in Oregon. Within this region four artesian basins are neted: the Lewis or Snake River basin, lying In both Idaho and Oregon ; the Otis artesian basin, in Otln valley, about six miles north of Drewsey ; the Harney artesian basin, lu the broad valley In which llo Malheur and Harney lakes; and the Whitehorso artesian basin, situated about 10 miles east of the higher portion of Stein Mountain all three in Oregon. The portion of the Lewis artesian basin lu which flowing water may be obtained Is situated aloug Snake Kivcr between Uleuu's Ferry aud Welser, where the rocks ou each side dip toward thecauyou of the river Tho margin of the basin in Idaho Is not yet actually mapped, but within it.are Included tho Snako Hlvor plains lu KUmore, Ada, aud Canyon coun ties, aud the country lu Owyhee county which is drained by north-wanl-llowiug streums. In Oregon its boundary Is still less definitely known, but it iucludes the greator part of the northern third of Malheur county. Within these limits, tho urtetdau heud, or the oluvatl ou below which Mowing wells may bo expected, is about i!GU0 feet above the sea. Persons wishing to put down artes ian wells can Hud the '2500-foot contour for this region by coustiltulg the following topographic sheets, published by tho United States Geological Survey (which may bo purchased of the Drector of tho Surrey for live cents each), namely, the Mountain Home, liisuku, Boise, Silver City, Nampu, and Welser sheets. There are no good mups of the region lu Oregon embraced within the Lewis artesian Imslu. 'A rough estimate of the agricultural laud lu Idaho aud Oregon lying within the Lewis artesluu baslu aud Mow its known artesian head shows it to bo not less than 100U square miles. Otis Valley is a structural baslu lu which about 11100 acres are now under Irrigation, aud lu which about 10 or IK square miles of good laud are below the probable artesian head suggested by tho elevation at which warm springs come to the surface. Tho Harney artesian basin embraces roughly the rcglou drained by streams flowing into Malheur aud Hartley lakes, aud iucludes erhaps two thirds of Harney county, the length of the baslu north aud south beiug about 1115 miles, aud its breadth east aud west approximately 50 miles. A rough estimate based ou tho gen eral map of Oregou indicates that the era within which artesiau water may be exeoted lu this baslu is about 1000 square miles, but this includes Malheur and Harney lakes and tho swamps bordering them. The Whitehorse artesian basin, containing perhaps 30 square miles of good land, lies east of Stein Mountain. The apparent shape of tho rocks beneath the valley and the presence of warm springs seem to warrant a careful test of the artesian conditions of tho valley with a rea sonable expectation (lowing water. Professor Russell wells drilled should Iron casing and that all wells drilled in of obtaining insists that all be cased with the records of these artesian basins should be carefully preserved, and suggests that, In every state in which artesian basins occur, laws should be enaoted prescribing that every drill bole in an artesian basin should be properly cased, that every artesian well when not in use should be securely closed, that every aband oned drill hole in an artesian basin should be completely filled with im pervious material, and that the obser vance of these laws should be rigor ously enforced.
