Wednesday, Aug. 7, 1901 THE SUMPTER MINER V CITY COUNCIL PROCEEDINGS. Provisions of S. & B. Ry. Franchise Formally Ac cepted. At the council meeting Saturday eve ning there wuh read u formal acceptance of the franchise granted to the Sumpter and Bourne Itailroad company to con tttruct its lines through certain streets of Sumpter, signed by Thomas McEwen, as president, and John Clark us secretary. The document was ordered filed. A remonstrance wuh received against the improvement of of Sumpter street, signed by these property owners : Frank Ainell, A. K. Dagany, J. W. Duckworth, Frank Eichcnbaclt by G. M. Wiegel, and P. J. Jackson. Monthly reports of ollicers were re ceived and accepted. A number of bills were paid and others referred to the finance committee. An ordinance was passed providing that contractors doing city work shall bo required to give bonds. The long delayed sidewalk ordinance was enrolled and referred to the finance committee. R. K. Strahorn, owner of the water works, uppeared before the council and stated that the new pipe for the mains had been shipped from l'ittsllurg ; that it would ko laid us soon as it arrives, but that it wrs not his desire to have any street improvements delayed on this ac count ; that he was perfectly willing to stand any extra cost which might be necessary in this event. DREDGR FOR THE JOHN DAY. T. H. Pomeroy, of Portland, Looking up a Gigantic Proportion. On or before January 1, 1902, one of the biggest mining enterprises over un dertaken in Grant county will bo in act ive operation, and before u wheel is turn ed, over $75,000 will be spent in equpplng this gigantic enterprise. This enormous sum is to be furnished by the Pomeroy Dredging company, of which T. II. Pomeroy, of Portland, is the head. The company is already oper ating a dredge at Weatherby, on Burnt river, and about three years ago had a dredger constructed for tho river below John Day. This machine was built and operated for a period of thirty days by a dredger manufacturing company in the east, and proved to be a complete fail ure, not being ublo to handle the heavy material found in the river bed. It was not accepted by tho Dredger com-miiy and still floats in the river about two miles below John Day. Since that time Mr. Pomeroy and his company have had several parties in the field for the purpose of looking over tho ground with a view to buildimr u larger and more complete plant. In October, 181)9, u deal wus consum mated with John Silvers, by which the company secured thirty acres of rich river bed land, for which they agreed to pay Mr. SilverB fftOO down, fL000 per year as long as the dredger was in opera tion, and a royalty of $10 per day for every day's work done by the dredging company. An immense amount of territory was also bonded, including a considerable portion of the river bed from John Day to Cole'a bridge. Among those who bonded a part of their property along the river are Messrs. Wolflnger and Workins, Mrs. Bunn, G. W. Porter, Al ma Luce, Mrs. Rapaly, John Luce, Mrs. R. L. Luce, J. A. Laycock, J. A. Taylor, andD. W. Jenkins. Most of Canyon creek, from John Day to Canyon City, was also secured by the company, sever al shafts being sunk on the creek bod from tliuo to time. Last week Mr. Pomeroy arrived in John Day, and since his arrival has been busy making 11 mil arrangements for tho construction of a dredger several times larger than tho old one and very similar to tho one in operation on Burnt river. The new boat will be about forty feet wide by 110 feet long. An order has already been placed with a local lumber dealer dealer for 200,000 feet of lumber. In n short time contracts will bo let for 1000 cords of wood and the hauling of 600,000 pounds of freight from the rail road. It is not tho intention of tho company to stop at one dredger, however, but if the ground proves to bo ns rich as they have estimated, a second and third ma chine will bo built, which means much to this section of the county, one dred ger alono creating u pay roll of $2000 per month. An ordinance to provido for the giving of bonds for the performance of con tracts made by contractors of the City of Sumpter. and for the protection of laborers doing work and material men furnishing material on said contracts. Tiik City or Scmftbr Don Ordain as Follows : Section 1. Upon the awarding of a contract or contracts by the Council of the City of Sumpter or by any of the committees of said Council for the doing of any work for the City of Sumpter, the contractor or contractors with whom a contract is entered into bv the City of Sumpter, shall execute a bond in favor of the City of Sumpter, with two sureties who shall Justify in not less than double tho amount of the contract price for the entire work to be erformeu under such contract or contracts, which bond shall be approved by the mayor of said city. Section 2. Such bond shall provide for the faithful performance by such contractor or contractors of his or their contract or contracts with said city, and shall further provide for the payment by said contractor or contractors of all in debtedness which he or they may incur in favor of any erson or parsons for la Iwr performed or material furnished in connection with the doing of the work provided for in suld contract or con tracts. Section 3. No warrant shall bo issued by the City of Sumpter to any contract or in payment of any work (lone by him under any contract entered into by him with the City of Sumpter, except upon tho recommendation of the committee or city official under whose stiervision such work was iterformed, and no such committee or city official shall recom mend the issuing of any warrant for any work under any contract until such committee or city official is satisfied that all indebtedness incurred by the con tractor or contractors to whom such work has been let has been paid bv such contractor or contractors, but this sec tion shall not be costrued so us to pre vent the issuing of a warrant to a con tractor or contractors, should all the iiersons to whom said contractor or con tractors is or are indebted for work done or material furnished in the connection with said contract, consent in writing to the issuing of said warrant. Section 4. In case ayment is to be made for work done under a contract out of the special fund, such bond shall further provide that the contractor or contractors entering into the same shall look only to such special fund for pay ment. k Passed the council this 3d day of Aug ust, 1901. , E.
