Tim City op Somitkr Doks Oiioai.v ah Follows : Section 1. Pawn broken shall pay a quarterly license of $4.00. Every person whoso business or occupation "it in to take or receive by way of pledge, pawn or exchange, any goods, wares or mer chandise or any personal property what ever, for the imyment or seeurety of any monoy loaned thereon, shall lie deemed n pawn broker under this ordinance. Section 2. Every person who shall lw engaged in the business of Imving or selling junk, old lead, old metal, 'bottles, broken glass, old paper, or anv other articles usually found in a iunk shop, second-hand clothing, second-hand fur niture of any kind, second-hand guns, second-hand pistols, second-hand axes or any other articles of second-hand merchandise, or second-hand furniture or property whatever, within the limits of the City of Sumpter, shall pay n quar terly license of $4.00. Section 3. Any person who shall carry on the business of a pawn broker as described in Section 1 of this ordi nance, or tha't of keeping a junk shop or second-hand store, as dcllned in section 2 of this ordinance, shall keep a register in which shall bo entered in legible writ ing n description of all property pur chased or taken as a pledge, pawn or security for any money loaned thereon of any description wbiitever, whether new or old, together with thu name and residence of the person or persons from whom such property was purchased or received, and said register shall bo kept in thu English language and subject to thu examination of the Citv Marshal or any police olllcer of the city, and any person carrying on such business who shall fail or neglect to keep such register or who shall refuse to exhibit thu samu to the City Marshal or such iollco olllcer, shall bo deemed guily of a misdemeanor, .and upon conviction thereof before thu Recorder, shall Ito lined not less f 10.00 nor more than $50.00, and thu Itecoider may, in his discretion, declare the license of such pawn broker, junk shop keeer, or second-hand store keoMr for feited. Thu Marshal of the city and any police olllcer shall have authority to en ter into the place of business of any Iiawn broker, junk dealer or scconu mnd dealer, at all reasonable hours, and examine such register and all ar ticles kept in such shop or store. An ordinance regulating the uso of the streets and alleys of thu City of Sump ter for thu hanging or placing of signs, signboards, awnings or lurches, gates, ojpciiiugs in the sidewalks and doors therein. That any ierson, llrm or corporation, who shall hereafter use the streets or ulleyn of the City of Sump ter, or anv jwrtion thereof, for the pur Ca of placing therein any sign, sign rd, awning or poareh, shall place Huch sign, signboard, awning or imrcli nt least ten (10) feet in heighth from the surface of thu sidewalk, if there bo one laid according to thu established grade, or if there be no such sidewalk, then at least ten feet in heighth above such sur faco were there a ridowalk laid accord ing to such established grade. And no sign, signboard, awning or porch shall bo permitted or allowed to bo or remain lower than ten feet in heighth front thu surface of the sidewalk, if there bo one laid according to the established grade, or if there bo no such sidewalk, then ten feet above the plane which such sidewalk would occupy. Section 2. That any person, firm or .corporation, having any goto opening from any street or alley of the City of Sumpter into the projierty used, owned or occupied by them or him, shall cause such gate to open inwardly, and no such gate shall bo permitted or allowed to open outwardly, pr Hwlng into any street or alley of the City of Sumpter.
