At the meeting of the city council Sat wday evening Mayor Robblns named C. P. Holly to succeed T. D. Bellinger as a member of that body. The nomination was confirmed. This was a surprise to the members of the council as well as the pub lic in general, as Mr. Holly's name had never been mentioned or thought of in connection with the position. A remonstrance against planking south Mill street, signed by all except two or three proper'y owners IntereMed, was presented, and that proposed Improve inent was declared off. A. lilllot, who owns lots fronting on the street, made a talk f.ivorlng the graveling proposition, and a resolution to that effect was passed. 'I his work will doubtless be done, as the property owners are thought to be willing to "stand for" any Improvement In rea son, in proportion to the value of lots. linglnccr Fenuer'.s report on a general sewer system was dlcussed at length. l:x-Mayor Glcason being present, was ashed to express his opinion on the sub ject and he pointed out some serious de fects in the proposal plan. Attorney Chance gave it as his opinion that under the charter bonds, cannot be issued for tills purpose, for the reason that only the property benclitted can be ta.xed to pay the bonds and that securities based on less thin the whole city would not be legal. An ordinance was passed providing for the taxing and killing of dogs, which Is officially published in the MINLU today. A request was leulved trom the Fire department, asking tor a light wagun, in which to haul extia hose. A secret meeting was held after formal adjournment, to dl-cuss gambling, the so cial evil and other subjects of a like deli cate nature. Powerful Expletive Accidentally Discovered If the report that Gustave Hrraiut, a chemist, formeily of Anaconda, Montana, has discovered a new and powerful ex plosive Is true, the discovery Is a valuable one. AW. lier.uul is in Dawson City and there Is where the discovery is said to have been made. A Uawson City p iper erly mixed, they exploded violently by contact with moisture. Mr Beraud has already sent his discovery to the French academy of chemistry to be fully investi gated by that able body, and expects It will create quite a furore in the scientific world, as well as prove its commercial value." Joe Klrchoff Hard Luck. From a gentleman who arrived here from Baker county a few days ago, we learn that Joe Klrchoff, who went from here last wlnterjto take charge of the ma chlnery of the Golden Eagle mine, which Is owned by parties in this city, Is still In the Baker City hospital and only a week ago It was still a matter of doubt with the doctors whether they could save his left hand or not, after amputating two of the fingers. Mr. Klrchoff has had hard luck up there. He was not long at his new job when a piece of steel was driven Into his left hand and, the wound being neg lected, blood poisoning set in, and for four weeks the poor lellow hovered between life and death. As soon as the doctors will permit him to leave, Mr. Klrchoff will come back to The Dalles and recruit. The Dalles Chronicle. Preparing for the Mining Congress. 1 he effort to make the session of the International Mining congress at Boise "Hie biggest yet" is meeting with suc cess. Many mining districts of Idaho are coming to the front, and they will have tine exhibits. The suggestion made In the Statesman some time since that boxes be tilled with vein matter of the different mines, with the wall rock at each end, to give an exact Idra of the property, Is be ing taken hold of by several owners. They will send in such exhibits, and the city committee on exhibits will see that these are placed to give, the best results. Information Is also coming in that ma-1 chinery men will send in good exhibits. Upon Investigation he found It to have been caused by con tact of potassium permanganate, a salt of potassium, with a solution of tin salt known astmetastannl: acid, together witlt another salt the character of which is un known and not referred to in works upon explosive substances. In order to learn more of Its properties, Mr. Beraud placed an ounce of this powder In a steel pipe, closed at one end, and placed a weight of 75 pounds'upon the open end. When the explosion took place the weight was thrown out about ten feet from the pro jectile.
