Ellis, William Stin son, John T. English and Seymour Bell have made application for a charter for the First National Bank of Sumpter. Mr. (loss says that the charter will be granted and the. bank organized In about thirty days. He states further that the directors and officers have not yet been definitely decided on. He answered the enquiry as to whether or not he would be president, In the negative. He will probably be cashier. This new financial Institution will nb - sorb the Bank of Sumpter, by purchase or otherwise. It will be organized under the recently enacted banking law, which au thorized the establishment of national banks In towns of certain population with i a capital of only f 25,000. Formerly $50,000 was the minimum limit. The new law also allows national banks to Issue notes to the full extent of their capital stock, or amount of United States bonds held. In this connection, it might be stated that It is reported that the two banking housesjn Sumpter have agreed to charge twenty-five cents exchange on all personal j cnecKS urawn on naKcr v-uy uatiKs. 1 11c reason for this is that most of the mines in this district, a number of mining men, and even several" business men here in Sumpter continue to do their bank ins " Baker City, and it is thought this exchange charge will have a tendency to draw accounts here. It was only a few months since that these local banks were established and habit and custom is strong with the oldtimer, who apparently willing to" sacrifice convenience't) Its de mands; but, it Is thought, will not pay casli for the prlvilige of remaining undis turbed In the old Baker City rut. All who. a re really Interested In the well fare of Sumpter hope that this remedy for an all too apparent evil will prove ellica clous. Free Excursion to Sumpter, The Rowland Miner of the nineteenth instant has a two-column advertisement announcing a free excursion from all northern points to Sumpter, to leave Spo kane, May 15, and return the eighteenth. The enterprise is under the management of D. II. Young, editor of the Kooteuay Mining Standard, and is in the interest of the Goldfinch Mining company, of which he is general manager. Intimately con- I nected with the e.curslou is a novel I scheme to sell stock In that company. I The names of a number of local mining I men are connected, in this advertisement, with the company, as officers and directors. ' The ad is illustrated witli three cuts, the 1 stormy sea route to Cape Nome, the Icy j trail to Klondike and the palatial train 1 Into Sumpter, which are three of the roads to wealth. The fourth, of course, is the Goldfinch, which apparently needs no illustration. S. C.
