Yet it la Very simple and all opposition to it usually fades away when the measure Is fully explained. In the first place, this amendment will not increase property tax one cent. It provides thai the state's in debtedness limit for permanent roads can le increased from two per cent (the present limit) to four per cent, whenever the Igialnture decide this to be necsesary in order to carry out the comprehensive plan of highway construction that has been planned by the state highway commission. This plan contemplates the selling of five million dollar of road bonds each year till the year l'X'3, and this with the mntchable Federal funds and county funds that will be available, should keep the work (li mit as fast as it ran le economically handled by the state, until most of the important roads of the state arc built. Should this amendment fail to pass large stretches of the Pacific and Columbia highways would have to be ... ni wit. dii r mceadurn roads for many years to come and many i .ner important highways would havu to be neglected altogether; since all the available fund under the pres ent state indebtedness limit of two per Cent will have been used, contra cted or obligated K" thr end of this year.
