THE COLLEGE TAX
If we are to have state colleges at all, and few will gain
say that, we should support them in such a way as to insure
their having instructors, equipment and accommodatons
eaual to the colleges of neighboring states, and unless the
people vote the 1.26 millage bill at the coming election this
will be impossible.
The State Agricultural College and the State Univer
sity, with an increase cf more than one hundred per cent of
students since pre-war times and only a four per cent in
crease of income, face disaster should this measure fail to
pass. The State Normal School will also be in desperate
linancial straits should this bill fail, and good school teach
ers, already far too scarce, will be scarcer than ever.
Fortunately for the cause of higher education, with one
exception (a so-called taxpayers' league meeting ' held at
Salem) every organization or public body in the state that
has taken action on the educational measures (and there
has been many such) has unanimously indorsed them, and
the prospect is that they wili pass by a large majority. The
progressive state of Oregon, heretofore always in the lead
in educational and patriotic matters, is not going to commit
education hari-kari, just yet.
If your tax is $40 on the thousand of assessable prop
erty now, it will be $41.26 if the college millage bill passes.
The state can not afford for that small per cent of tax in
crease, to reduce our first class institutions of higher learn
ing to fourth or fifth grade rank and students of Oregon
should have an equal show with those of Washington, Idaho
or California.

THE HOUSING PROBLEM

builders and contractors.
That is the method adopted by England, which fore
saw the need even before the war ended, and proceeded to
meet it. The plan is to distribute a subsidy among build
ers, building organizations and communities. Private
erection of individual homes is encouraged by the offer of
a bonus of $600 for every house completed within the next
year. Large government loans are made for building opera
tions on a larger scale, and the offer also Includes payment
of one-half of the interest charges on the investment.
Whether the United States government or the several
states where the housing situation is especially desperate
would be willing to go as far as the English have gone is a
question. It is even questionable whether the plan yoiiw
square with American ideals and conditions. But short of
some such measure, legislation seems inadequate. Propos
als for remission of taxes for a period of years on all houses
built to meet the present shortage, as actually embodied in
bills now before at least one state legislature, are essentially
unfair. Just so much money must be raised in taxation in
any given community, and if a certain new portion of prop
erty is to be exempted, it can only mean a higher assessment
on the remaining taxable vakies.
There is enough ability in private initiative to overcome
the difficulty if the building trade workers will agree to
work and stick to it and if the building material men will
agree to deliver the required goods at a fixed price and
live up to it.

York is trying to effect relief through legislation. Other
states have appealed to their legislatures, and many bright
: minds are studying the problem in its legal phases.
It is a question whether a way out of the maze of diffi
culties can be found in legislation, unless the state or the1
