THE CURE JFOR CLASS TYRANNY
"By slow but decisive processes," says Attorney Gen
eral Palmer, the arrogance of capital in this country has
been broken, out now we see in many lines labor grown
so strong,, so powerful, that it sometimes threatens to be
come arrogant, and during the past year capital has had to
plead on its knees to labor for a chance to be heard and the
right to have its difficulties with labor arbitrated.
This will strike most people as a fair statement of the
situation. Disinterested observers those who have no
special affiliation with either class cannot help recognizing
that the danger at the present time is that the tyranny of
capital, now near its end, shall give way to a tyranny of labor
Either is intolerable, and there is ground for hope, in the
present state of public enlightenment, that both can be pre
vented from now on.
How to prevent such slass tyranny, however, remains
a problem. Mr.. Palmer professes to believe, with many
other public men, that inasmuch as "public opinion is the
only monarch in this country," it follows that "an informed
public opinion will always secure justice to both sides in in
dustrial controversies.
So it will, without doubt in the end. But with our
present machinery for the formulation and expression of
public opinion, it sometimes takes a perilously long tune for
it to take effect. It is imaginable that a great strike might
wreck American industry and commerce while the public is
learning the facts and making up its mind and persuading
the parties involved to accept its judgment.
We do not operate by such leisurely, cumbersome'pro
cesses in other disputes between citizens, individually or
collectively; we delegate to courts the power to decide and
eo enforce the decisions, bhall we not come to that eventu
ally in labor disputes, too?

A GOVERNOR ON HOME GARDENS
The governor of California has issued an appeal to the
people of the state for the planting of home gardens. The
reasons he gives to Californians for uitlizing the back yards
for production are equally applicable in any state in the
union.
His address, which follows, falls in line with the best
thought of the day on one of the simplest and happiest metli
ods of reducing prices:
"The success of the home gardensIuring the war leads
me to renew the appeal to all home-dwellers in California
to engage in the movement again as an effective step towards
lessening tne nign cost ot living.
"With labor supply greatly decreased and demand for
production greatly increased, our people must diligently ex-
fiand their productive energies. To do this each and every
amily should begin at home on their own lot, and I am earn
estly hoping that the housewives' leagues, which if properly
conducted should be organized in every community, will take
hold of and promote home grown vegetables and home
grown meats.
"A large majority of all the homes in the cities, towns,
and villages of California are built on lots laree enoueh for
considerable area to be given to gardening, indeed there isj
startciy a iamiiy nving in a separate nome tnat cannot grow
on its own lot some table vegetables. A few chickens or rab
bits can also be raised with great profit and satisfaction.
"If luxuries are limited, if the crice oaid is less extrava
gant, if reasonable economy is practised, if you will grow
on your own nome lots as you can all or a part of the
vegetables used, a big decrease in the cost of living will be

The Tax Burden
The people of Oregon are now
among the highest, if not the highest
taxed people of any state in the Union,
and when the proposed millage taxes
are added, which are to be placed up
on the primary ballot, Oregon will be
first again in the list of high taxed
states, providing the taxeatera are suc
