Ten years ago the Boy Scouts of America were organ ized. Today there are active divisions in every state in the Union, in Hawaii, Porto Rico and Alaska. There are many thousand adult leaders and 370,000 boys. What things is this small army of active boys learning . Every Scout is pledged to do a good turn daily for other people any act of friendliness, without thought of reward, from genuine good-will. Scouts are trained to be useful to other people, to run errands, to lend a hand in emergencies by helping the stalled autoist, putting out a fire, rescuing drowning or injured persons, preventing panic. Scouts know how to build fires too, at the proper time and place and in the quickest, mos tefficient way. They are trained to work with skilled hand and cool head and to give unselfish, volun tary, intelligent service. The Scout oath, which every Scout in the land renewed on the evening of February 8, is worth reading over and thinking about. It furnishes a guide to daily living which any boy or girl, man or woman, could adopt with pride and self-respect. It is: "On my honor I will do my best: 1. To do my duty to God and my country, and to nhrv thp Sennt law! To help other people at all tmes; . To keep myself physically strong, mentally awaice, ana moraiiy siraigm. That is a comprehensive' pledge and one not easy to keep. But is it not a great thing to have 370,000 American boys doing their best to keep it? 2. 3. CABINET MEMBERS IN CONGRESS The oft-discussed suggestion that cabinet members be given seats in Congress has been given practical form in a bill introduced by Representative Mooney. His measure provides that all members of the cabinet shall be entitled to seats on the floor of the House and Senate, with the right to participate in debate and furnish information concerning matters relating to their several departments. Such an arrangement is common abroad, and might well have been introduced at Washington long ago. A great deal of discussion in both houses of Congress js aimless and confused because the speakers lack facts which could be easily furnished if the' head of the department concerned was present. The administative heads, too, are often at a disadvantage because they do not know what the legislators are doing about matters of moment to them. The lack of co-operation along this line is one of the big causes of gov ernmental inefficiency and of prejudice and distrust between the executive and legislative branches. In one particular the Mooney bill seems to go too far. It makes attendance of the cabinet officers compulsory a certain number of times a week in both houses, unless they are expressly excused. That is probably unnecessary, and would be likely to waste the time of busy men.
