MILITARY POLICY

So far as it is possible to determine the sentiment of the
country on military policy, the public is evidently in favor
of compulsory army training and opposed to compulsory
army service. This means a small standing army but a great
reserve force of trained men who could soon be organized
and whiDDed into fighting shape in emergency. It means,
too, conferring on the nation's youth the benefits of military
training, without the objectionable features ot long service
and a militaristic atmosphere. .
These features seem to be the main characteristics of
the armv re-organization bill favorably reported to the Sen
ate by the committee on military affairs. It would provide
a four-mon,ths training course for boys reaching the age of
19. thus taking more than half a million a year. This would
obviously produce a reserve army at the rate of over 2,000,'
000 in four years, 3,000000 in six years, etc. Added to the
big trained reserve already existing, composed of world-war
veterans, this would doubtless insure a force available at
any time for almost any conceivable national purpose.
A soldier cannot be made in four months, but a four-
months course of training would surely instil the rudiments
and make fairly simple and easy the supplementary training
that would be required for active service later on. It might
be found advisable to repeat the four-months course with at
least a certain percentage of recruits, especially those show
ing promising material for officers. A little experience will
reveal the proper lines of future development. 1 he mam
thing at the present time is to make a start, in some com
paratively simple and inexpeslve way, toward the establish
ment of a permanent policy and the creation of an adequate

Everybody is coming forward now with his favorite
presidential candidate. One suggestion, aimed to catch the
movie-fan vote, names Douglas rairbanks as a man of action
and of rare business ability witness his contracts and of
undoubted patriotism.
Douglas would usher in an era of economy, too, for
with him as the nation's leader there would be no further
need of a standing army. Have not his devotees seen him
outwit and fight to a finish any number of bandits and whole
regiments of foreign soldiers?
With a little of his whirlwind action he would reduce
the Senate to submission and obtain the desired peace treaty
settlement. He would drive down to Mexico for a morn
ing spin, clean up things there, establish a responsible gov
ernment, take a dip in the ocean at Vera Cruz and eet back
to Washington in time for lunch. In the afternoon he would
probably fly over to Aemrongen, give the former kaiser the
threshing he deserves, take tea with Lloyd George and then
devote a tewtninutes to settling the Kussian Bolsheviks.
Best of all. he could turn the movie riehts to all his of
ficial acts over to the national treasury department and do
away completely with the government's need for income
taxes.. And through it all the public could sit in blissful
satisfaction .watchng the scenes reel by.
