Speaking of industrial unrest, Roger Babson, the busi
ness statistician, says:
"Appeals to patriotism have lost their force. The only
means of reaching the wake-workers is to let them learn
by experience. . Let them try in a small way some of the
things which they wish to try. If they fail, they will have
learned for themselves more than anybody can tell them.
If their experiments are successful, we all want them."
This is sound advice, worth bearing in mind as one
radical innovation aft"- another is urged by labor leaders.
In so far as these innovations are to be undertaken by the
people who propose them, rather than imposed upon the
whole community, there can be no objection to their being
tried out.
A good case in point is the plan of the railroad brother
hoods to set up cooperative business institutions of their own
to take care of their special needs. If they can put consump
tion, or distribution, or production, or all of these together,
on a more economical basis so far as they themselves are
concerned, more power to them ! The rest of the public will
be glad to learn from them.
The greatest of economic experments is that now be

is not in the same class with these American experiments,
because it is put into effect forcibly, by an autocratic gocern-
