BELLS AND SHELLS
Germany is beginning to pay, verv

that troubled country.
For her spoliation of the beauty of
Belgium no penalty has yet been tx-
acted. That Fate will take a hand in
this, as in the other matters, can not
be doubted. Sooner or later Fate
makes everyone pay for everything j"

The Delineator has this month a
page of pictures of stately and exquis
ite Belgian belltowers from which the
bells have been removed to make Ger
man" hells.' The chimes no longer call
the faithful to prayer, ring joyfully
for weddings, sadly for funerals, re-
mindfully on Sundays and Holy days.
Their voices are stilled. They have
been converted into instruments of
murder, lust and rapine.
For all this, Germany must pay.
Wa are a generous people to our
foes, particularly when the foes are
beaten. But this foe cannot be dealt
with on any basis of mutual honor.

PUBLICITY AND FRIENDSHIPS
The United States Committee on
PublataJoformation has an office in,
Chile.- Through the press of that
country it is working for more com
plete understanding of our growing
need of each other, for cooperation in
international affairs both now and af
ter the .war.
An editorial in a leading Chilean
paper welcomes this United States
publicity bureau. It speaks of the
significant friendship existing be
tween the two governments. Then it
says:
"The people of the United States
could not have chosen a better medi
um than the public press of Chile for
a direct appeal to the people. In this
struggle of people against autocracv
its proper appeal. is to the human con
science, "The principles which the allies de
fend are ideals which concern all in
dividuals, the same as all nations, and
all races because they are essentially
.human These principles are neces
sary to all nations, for any country
which will trample one nation, as
Belgium was trampled, will trample
alL It is also necessary that a bet
ter understanding exist between the
people of South and North America.
The European war reduced these
countries to closer dependence, the
necessity of food interchange, the fi
nancial cooperation and shipment of
raw materials for manufacture."
This welcome is in itself an assur
ance that the friendship and good will
are already there. The mutual un
derstanding and cooperation cannot
fail to follow.
It's all very well for the men to
brag that they can get along without
cuffbuttons if they put that tax on
luxuries. But how is a woman going
to walk into the dining room of a big
hotel and look the head waiter in the
eye, wearing a $5 hat?

Modern war conditions demand that our armies must have behind them na
tional solidarity, the coordination of all the vast activities and an indus
trial army many times greater than the Nation's fighting forces.
The Nation's capital is linked with all these varied activities by the toll
and long distance lines of the Belt System. Thousands of miles of special
wire systems have been turned over to the Government for its exclusive
use. Switchboards in the Government departments at Washington have
been enlarged and new ones installed. Right of way is given to Govern
ment business over all commercial lines, so that the Government chiefs
may keep in constant touch with every phase of the Nation's great task
and direct its progress Intelligently and effectively.
In organizing the military activities of the country, the Government has
had the effective cooperation of the Bell Telephone System, which even
in peace times reached 70,000 communities and now extends to the head
quarters of every Army Department and Naval District m the United States.
