INSPECTING THE CHILDREN
New York City ia making a careful
medical examination of all ita children
under five yeara of age. Thia i a
considerable job, for there are more
than 600.000 of them. The work i
being conducted aa a part of the na
tional campaign under the direction
of the federal health department, to
aava the livea of 100.000 babiea thia
year. More than 1.000 nuraes, wel
fare and aocial worker, have volun
teered their aervicea, and 300 physic
Una will give two days a week free
of charge until the task is finished.
' Emergency clinic have been estab
lished for the purpose in public schools
dispensaries, milk stations, settlement
house and libraries.
It ia recognised that the first and
moat Important step toward saving
the children or anybody else, for that
matter is to find exactly which ones
need attention, and what is the matter
with them. With that informaion pro
vided. It ia a comparatively simple
thing to go ahead and apply the ne
cessary remedies in the way of better
food, more hygienic environment,
medical attention, etc. It may be as
sumed that New York ia going to
' save her quota of those 100,000 ba
biea. With the metropolis tackling its
huge task so manfully, why should
not amaller communities do the same
thine? Whv not a medical examina
tion f ever city's babies ? Such ef
fort is probably needed most in the
large cities; and yet there is no com
munity where it would not be bene
ficial.
' We examine our army recruits with
the most scrupulous care, to make
sure of their fitness for battle and to
heln the unfit to remedy their defect
Why not see that the babies are like
wise fitted for the battle of life?
It is specially appropriate at this
time. For every soldier who fall in
war it i possible, by a little thought
ful care, to save a baby and thus fill
the gaps in our national life.

THE PRESIDENTS UNIFORM
A New York Artist whether sar
torial or otherwise we are uniformed
has designed what he considers a
proper uniform for the president of
the United States. His idea is that
the commander-in-chief of Our armed
forces ought to be distinguished bv
his clothing, like hi subordinates in
the army and navy. The uniform he
devised is doubtless a splendid one.
At any rate, the president confesses
that he is "very much complimented"
by the sartorial grandeur heaped up
on him.
Nevertheless, he begs to be excused
-from donning any such martial trap
pings. And the people are glad to see
him take that position. Our presi
dent have never been given to gold
braid, swords, medals and that sort of
thing, and Mr. Wilson is no exception.
He gently reminds the well-meaning
artit that in thia country the mili
tary power is always controlled by the
civil power, and it is a good thing for
a chief executive, even while exercis
ing the supreme military authority, to
emphasize that principle by wearing
the usual civilian garb.
Our president does not need a mag
nificent symbolic uniform any more
than ha needs a crown or a royal mace
The greatest governmental power ex
ercised by any individual an earth is
all the more impressive for being
wielded by a quiet, unimposing gen
tleman dressed in a straw hat, blue
aerge coat and white flanned trousers.

of Napoleon's death.
We passed the Italian quarter. Th
houses of the Creoles, who are French
or Spanish-Americana living in Louis
iana, are distinguished by the shutter

Canal street is 170 feet wide ami
eight miles long. Another magnificent
boulrvarde is 14 mile in length. The
Mississippi is three-fourths of a mile
wide here. The city is five feet below
the level of the river. In the stations
you see the signs "Colored waiting
Room" and "White waiting room."
