THE "MUTILATED" SPEECH
It was accepted as a matter oi
course that a diplomatic document o
important to Germany as President
Wilson's peace terms address to con
gress would not receive lull and ac
curate publication in Germany. l.V

the German newspapers "do not t.ui:

The Zeitung contents itscli with

a sample of Wilson's illogical and un

This is a familiar device of dishon
est partisan-hip, whether in politics

might look upon many of the pres

in the form of short extracts, outside
of their natural setting, without tile
accompanying facts and comment mat

speech, with the explanation that it
was received in a "rather mutilated
form.". Casual inspection .of that
"full text" show s that the president s
references to the "partnership of peo
ples," "German intrigues." the "f.iUe
hoods that have kept the German
people in the dark." etc., are entirely
omitted.
The omissions are easily under
stood, in the lisht of the facts in
possession of onr state department in
Washington. Those facts provide de
tailed proof of what we have Ion?
known in a general way the iron
control of the German press hy the
German government It consists of
a set of instructions issued to te
German newspapers by the censor at
Berlin, telling the editors precisely
how they are expected to suppress
and distort the truth, to magnify or
minimize facts, to ignore domestic
trouble's, to belittle the importance
of the United States, etc.
The "mutiliation" referred to hy
the papers mentioned, was done in
this case by the helpful hand of the
German govovernmrnt. In so vit:il
a matter, it doesn't do to let the big
gest editors in Germany use their
own slavish discretion.
So it happens once more that tin
only way to get into Germany a state
ment of incalculable value to the Ger
man nation is to smu'le it acros
the trenches or drop it over the bor
der from airplanes. That is bein
done. But it is a slow process. And
because of its slowness, it is still ne
cessary to continue the crude an! dis
tasteful alternative of shooting truth
into Germany from gun muzzles.
