A MASTER STROKE
"The ultimate success of the allied
cauae depends, in my judgement upon
our aolving the tonnage difficulties
with which we are confronted."
The above statement was made by
Lloyd George and the question raised
by him is answered by the American :
government through the plan yelfer
day announced by the shipping board !
and approved by President Wilson.
In brief the plan provides ior the
construction of 3000 small wooden
steamships to be used in transporting
food and war munitions to the allied
gorerments. The first thousand ships
will be completed within eighteen .
months and the entire three throusand
within another two years. They will
be of three thousand gross tons and i
have a speed of ten knots per hour. :
Each ship is to be manned by a trained
gun crew, equipped with wireless ap- 1
paratua and anti-submarine guns.
By taking the above step the Uni- i
tct Stales will provide herself and her ,
allies with sufficient tonnage to car
s' on the war indefinitely, despite the
Genrtasrsubmarine campaign, and at
. the same time provide the nucleous
foe an American merchant marine.
It it a Master stroke delivered at the
right rime by a nation which stands
ready to render practical assistance
to her comrades in arms and is fin
ancially able to carry her plans to a
successful conclusion.
There is another side of the ques
tion however which should be greeted
with approval by the people of Ore
According to the announcement
seventy per cent of the ships con
structed the first year are to be built
on t he Pacific coast. This will prove
a tremendous trade stimulus. Thou
tands of workmen will be employed '
and the long looked for wave of pros
perity which has been headed toward
the coast for several months is due to
strike the coast the moment ship
building activities commence on a
large scale.
