T.iis is the Kaisers an wer to the protests and warnings of the American Dcpirtmcnt oi State and to the plea for peace which has been made by Presjdent Wilson in his peeeh before the United States Sen ate. I f there was any reason for uncerta inty as to the German position in re gard to the status of American mer chantmen entering the barred aone. that uncertainty ha been removed There will be no discrimination - be tween belligerent and neutral vessels All will be treated alike by the Kaiser s under-sea boats if they enter the re gion which has been blocked off and tagged as the exclusive territory of Germany. Both warships and passen ger steamers will be torpedoed and no inquiry will be made as to the flag they carry or of the kind or character of the cargo. No warning shot will be fired atrd the passengers and cret can expect neither aid nor com.'ort from the crew of the submarine. America can wkii decency iqake but one answer to this challenge. Our merchant vessels must be armed. They must be manned with expert gunners and. the crew thus be prepar - defend themselves against any unlawful attack which u.ay be made by a hostile submarine. If a clash comes it will be the Kai ' (er who must assume full responsibi lity. .The United States is asking no j norc and no less than that which has j '"een recognized as good International Law for a generation.
