WEDNESDAY. FEBRUARY 21
FOR COLLEGES
It is being feared that the Rocke
feller Foundation and the Carncgit
Endowment may prove a menace tc
the independent colleges of the coun
try, as there is a growing impression
that the move is on t'o dominate th
smaller colleges. To bring it down
locally it is said that one of these is
interested in the removal of Albany
College to Forest Grove. On the sub
ject is a pointed editorial in the Ore
gonian of Monday morning:
Alarm at the influence over educa
tion which has been gained by the
General Education Board of John D
Rockefeller has prompted the Senate
to provide in the agricultural bill thai
no money appropriated under it shai:
be used in connection with funds con
tributed by the Board. The debate
showed that many employes of the
Agricultural Department receive only
normal salaries from the Government
and are really paid by one or other
of Mr. Rockefeller's institutions, the
sole purpose of their Government
appointment being to obtain the
franking privilege for their writings,
the amendment rejecting Rockefeller
dominations was offered by senator
Kenyon, of Iowa, was supported by
Senator Chamberalin, and was adopt
ed without dissent
The Senators detected in the ac
tivities of the General Education
Board, the Rorkefeller Foundation
evidence of a stealthy attempt to con
trol colleges and to color education
for their ownpurposes. An alliance
has been formed between Mr Rocke
feler and Mr. Carnegie for this pur
pose and there have been broad hints
that they have invited other rich men
to join them in controlling higher
education under cover of financial aid.
The General Education Board gives
no aid to state institutions, while the
Carnegie Endowment gives no pen
sions to professors in sectarian col
leges. Thusthere is a strong pull on
professors to leave the barred col
leges and to go to those which enjoy
the gift' of the millionaires. The
General Board makes its donations
conditional on the giving of three
times their amount by others, an-!
upon the exercise of certain super
vision over the colleges which recei
ves them. Thus every dollar is made
to control the disposition of three
more dollars and to do the work of
three more dollars in controling each
institution. The colleges to which
gifts are denied may be starred out
or forced into line, while a shin of the
latter is formed throughout the coun
try. How great a part control of educa
tion has had in molding the thought
and destiny of a nation is shown by
Bishop Candler, of Georgia, in a pam
phlet which Mr. Chamberlin present
ed to the Senate. He says that afler
the disaster at Jean. King Frederick
William, of Prussia, founded the Uni
versity of Berlin, Which "more than
any other one thing united mi in
vigorated the new Germany." Bis
marck undertook to Germanize Al
sace Loraine by reconstructing the
University of Strasshurg The LiS
eral party in Belgium, combated its
foes by founding the University of
Brussels and English Whigssonght
to counteract the Toryism of Oxforl
with the University of London. At
the time of the Revolutionary war,
William and Mary College in Virginia
had, according to Bishop Meade, be
tonve "the hotbed of Frenoh politics
and Infidelity." It might be adde I that
bjr belittling the military disasters
which befell the American armies
our school histories are largely res
ponsible for popular indifference to
the need of preparedness.
In like manner it woud he possible
for Mr. Rockefeller to fill the minds
of the new generation with idea of
ne beneficent work of tl.c Standard
Oil Company, and lur Mi. Carnegie
to represent big combinations .-l cor
potations as the hight cf economic
isdom. while both could l depicted
to iut-jrr generations a unselfish pub
lic benefactors. That thought iray
be free it is dcsirabl; that mr tnsn
.utionsoi learning oi any uie ,r two
uli men, butthat they derive their
.inancial support from the body of
the people. In no other way car. their
.ndependence be assured or their
uaching be kept free from the color
hich would please a single benefactor.
