Fourth. If it is to be determined
that it is necessary to have a city hall,
the structure as remodeled would in
no sense answer a legitimate purpose.
If we are to have a hall, we should
have an up-to-date building of suit
able material. It seems to me that in
case of necessity undeniable, it would
be far better to sell one of the two
pieces of down-town property, use the
proceeds arising therefrom, together
with the money you propose to put
into this old building and erect an
up-to-date building of substantial ma
terial. Enough or practically enough
money could be reascd in this way
the very best building possible would
be our and we could still have -the
Central school grounds for park pur
poses. . Fifth. There is a fifth and in my
judgment, a far greater renson than

pear to me, why the so-called im
provement should not be attempted
it is this, livery city, wheresoever
located, should have a public assem
bly ground or in other words, a park.
The grounds under consideration in
this bill are ideally located for such
purpose. Trees are now growing
thereon and nature has assisted in ar
ranging this public necessity. Any at
tempt to save anything out of the old
hulk that stands on the grounds will
finally and eternally defeat and de
prive the people of the city of a ha
ven of rest. It would be a public ca
lamity an injury of incalculable and
everlasting enormity. These grounds
were purchased not for the purpose
of building a city hall but for park
purposes, .
There is sufficient material in the
old building to erect suitable rest
rooms, an elegant band stand and oth
erwise improve the grounds with but
little if any cost to the city.
1 have lived here so long and have
become so attached to the people of
this vicinity, that a matter which is
of vital importance as the probable
loss forever of such a beautiful park
ground comes to me as a personal in
jury. I positively feel that inward
pang of pain when I contemplate
such a possibility, and I am still hop
ing that that eternal destiny which
shapes the affairs of men may quide
you in the course which is for the best
interest of our citizens. Have you
considered the joys and pleasures of
the little children, the sick, the maim
ed, the decrepit and the poor that'
would be spoiled by your action?
There is more comfort in putting joy
and sunlight into the lives of helpless
souls than there is in placing the cit
offices, the fire engines, the' city
teams, the city jail and all the city's
belongings in any one place.
I regret the necessity of expressing
views so emphatically different from
yours, but while entertaining the be
lief that 1 do, 1 cannot remain jilcir.

MARKET REPORT
Cattle Receipts very heavy altho
not as heavy as last Monday, about
1100 head being on the market. Qual
ity in the main was anything but
choke. Good steers were steady with
best selling at $8.25. Californias brot
$8 on down for rather inferior offer
ings except for well finished cattle
the market was slow.
Hogs Nearly 4000 hogs saw a high
er market today. Tops were again at
$8.25 with bulk going a good nickel
to a dime higher than last week's
close. Market closing strong.
Sheep There was a very sizeable
run of sheep todaynearly 3000 head.
The market was not strong. Lambs
sold steady but other sheep were
weak. Lambs are quoted $9 to $9.25
for best quality.

notice from Colonel John L. Sliep
irrd, of New York City, that he is on
his way to attend the annuul conven
tion of the Oregon Retail Jewelers'
Association, to be held here in Al
bany, July 24th and 25th. He will stop
in several other states to address con
ventions before reaching Albany. Col
onel Shepherd is one of the most pop
ular speakers in the jewelry trade.
!'. M. French, president of the asso
ciation received notice today that Mr.
George A. Ilrock, vice president of the
national Jewelers' Association, whoie
headquarters are in Lot Angclrs, Cal.,
would also be here to attend the con
vention and make an address. Several
olher speakers of note arc expected
to he here. All liidicutilont point to
the fact that there is going to be a
"live wire" convention.
