MARKET PROBLEMS.
G. Lansing Hurd, of the Bureau of
Markets, Oregon Agricultural College
on Saturday presented the following
to the Willamctc Valley Development
Leeague: .
One of the first things that the Wil
lamette Valley Development League
can and should do in connection with
the marketing problem, is to map out
a definite program of the work it pro
poses to undertake. It is a problem
that cannot be solved instantly or even
quickly it will take a long campaign
of education and organization to
achieve any results worth while and
an immense amount of patience will
ht required. To rush headlong after
each new-hatched, unfledged scheme
that may be offered would be folly in
deed. Deliberation, study, wisdom, dil
igence are necessary. Experience of
the past with various plans that were
proposed as a panacea for marketing
ills all proclaim and demonstrate sub
Istatiation of this statement both in
Oregon and in other states.
I suggest the following as a suitable
program to adopt in relation to im
provement of marketing conditions in
the Willametet Valley counties:
1. Promotion of neighborhood
spirit and good will; wherever this
exists, organization is easy. Then, or
ganization in the local communities,
of small groups of farmers having a
Common interest and a common pur
pose, ihto appropriate kinds of coop
erative associations, as egg circles,
poultry associations, live stock ship
ping societies, growers' associations,
farmers' exchanges, chees factories,
cooperative creameries, breeders as
sociations, drainage districts; begin
ning with the elementary forms of co
operation and advancing as interest is
awakened and experience gained.
2. Furnishing inspiration, assist
ance and direction through demonstra
tions, meetings and available publi
city, in the matter of improvement of
the products, community specializa
tion in production, regulation and
stabilazation of production to meet
the demands and opportunities of the
markets available, standardization of
products, development of community
or League brands, and collective as
sembling, grading and packing.
3. The federation of these small
groups or local associations whenever
their ability to succeed in primary un
dertakings has been demonstrated and
the members have become educated
to the "cooperative spirit."
4. Assistance in financing meritor
ious cooperative enterprises which
may need assistance in getting estab
lished. 5:- Assistance in organized surveys
of market conditions and needs in lo
cal communities and throughout the
valley; to ascertain the possibilities
of production and utilization or con
sumption, assistance in gathering ar
ticulating and disseminating market
hews and reports; study of transporta
tion facilities, service and problems.
6. Cooperation with the bureau of
markets of Oregon Agricultural Col
lege, the Federal office of markets
land rural organization, the school of
commercet of the University of Ore
gon, the railways of the state, the
state grange and farmers' unions just
, federated as "The Oregon Farmers'
League," the local newspapers and
press associations and all other agen
cies that may be drawn on for advice,
instruction or inspiration in any help
ful way.
' 7. Education of the consumers in
the meaning of the uniform or com
munity label adopted and in prompting
and extending the consumption of
home grown products; this will in
clude the education of local merch
ants in the virtue of handling the pro
duce of the home farmers in prefer
ence to shipping in from foreign lo
calities, even though it may be easier
to phone the order to established
sources of supply with assurance of
both as to quantity and quality of
goods that, will be received, rather
than to search out the same products
among individual farmers. The farm
er is himself to blame many times for
the conditions of which he complains
when the grocer sends his money
away and ships in produce that could
and ought to have been obtained at
home; for the reason, that the farm
ers are not organized to furnish ade
quate and constant supply of prop
erly graded and standardized quality
and do not make known what they
have to sell, as do the quotations
made daily by the regular commission
firms. Organization as suggested
above will remedy this deficiency and
loyalty of the home merchants to the
home farmer, in the degree that they
desire the loyalty of the farmers to
themselves, will make a very mater
ial difference in the. quantity of home
grown produce that is converted into
cash. As a corollary of "'better busi
ness" there there will be "better liv
ing" and the farmers will have to
spend more money of which the mer
chants will get a share.
In some places, outside the Willam
ette valley of course, there are mer
chants who have banded together in
the town to enforce a rule that they
will not pay cash for local produce
and I know of specific instances
where such merchants have sent to
Portland for things that could have
been purchased of the home farm
er, except for adherence to this mis
taken and unfair policy.
IISFITS
This Willamette Valley is a little
kingdom in itself.
The thing is for the different sec
tions to work together all the time
hwithout sectional strife.
According to the papers enough
people have been killed in Europe to
depopulate the country.
The slaughter has been colossal,
human lives being sacrificed like jack
rabbits in a drive.
Perhaps you have heard the thrill
ing ' story of the Kilkenny cats.
Here's the climax:

Of the Kilkenny cats there wasn't any.
It looks as if the war will end thus

Improvement.
Notice is hereby given that scaled
bids will be received by the Council
of the City of Albany, Oregon, until
7:30 o'clock p. m. March 21, 1916, for
the improvement of Washington
Street from the South line of Ninth
Street to the North curb line of
Thirteenth Street, in the City of Al
bany. Said improvement to be made in
the following manner to-wil:
First. By grading said street to the
proper subgrade. r
Second. By paving the roadway of
said street full width with full in
tersections with asphaltic concrete
pavement on an a.sphaltic concrete
foundation.
Third, lly laying and constructing
asphaltic concrete headers.
Fourth. By constructing catch ba
sins. Fifth. By constructing inlets.
Sixth. By laying vitrified sewer
pipe.
Seventh. By tapping of main and
lateral sewers.
Said improvement to be made in
.iccordance with the Charter and or
dinances of the said City of Albany,
d the plant, specifications and es
timates ot the City Engineer on file
in the office of the City Recorder,
where said plans may be seen and
specifications and estimates obtained.
Bids will be opened at 8.00 o'clock
p. m. March 22, 1916.
No proposal or bid will he consid
ered unless accompanied by a certi
fied check payable to the City of Al
bany in an amount equal to five per
cent of the aggregate bid, to he for
feited as fixed and liquidated damages
in case the bidder neglects or refuses
to enter into a contract and provide
an approved bond in a sum equal to
50 per cent of the amount to be paid
under such contract, for the faithful
performance of the work within ten
days after notification of award of
contract to such bidder.
All bids must be made with a view
of completing the construction of said
improvement prior to the first day of
August, 1916, under a liquidated pen
alty for damages of $25.00 for each
day of delay beyond that period.
The council reserves the right to
reject all bids deemed unreasonable.
Alt bids should be addressed to
"City Recorder, Albany,' Oregon," and
marked "Proposal for improvement of
Washington Street."
