The Democrat has received another one of those peace letters from the Carnegie Endowment Peace Commis sion, headed hy RufusChoate. The commission evidently feels as if it is helpless in the present awful maelstrom of warring factions, slaughtering each other, without a single sign of cessation, until some one is starved or entirely exhausted. Suggestions at this time seem futile, like throwing salt at the tail of a hawk to catch it. Here are some of the commission's views: "To cast our weak protest now among the tremendous forces that are urging on the great conflict would be futile: but the end of this war will come before long and then the great question will stand for answer: "Shall the lesson be forgotten; the sacrifice lost? That question die belligerent na tions only wil have the power to an- , ser; but every one in the world will be ervtiiled to be heard upon it. for it will be a question of civilization the most momentous of our era. "It seems incrediblethat after this the stricken people will set their feet in the same old paths of policy and suspicion which must lead them again to the same result. "We can see that defenite rule of national conduct should be agreed upon; that a court of competent juris diction should be established to judge of national conformity to those rules: and that new sanctions should be provided to compel respect for the judgments rendered. "Above all the motive and spirit of tne new institutions should be clearly and fully, not the promotion of ambi tioin or even the extentsion of pow er, but the safeguarding of human rights and the perfection of individual liberty. THE FARMER CAN DO IT. To what an extent business is de pendent upon the farmer may be well illustrated by the statement of the fact that three fourths of the deposits in the Albany banks, and probably in the banks in the other valley cities of approximately the size of this city, or even larger, are in the names of farmers. They have the monev. Thev have made money and have it in the banks, where they are keeotng it waiting for things to loosen up and confidence be fully restored, when it will come out and in different ways go into circulation. That will mean a good deal for the country. When ever a farmer makes up his mind that there is something special thai he wants he has the money to buy it with. The sooner he sets things to going the better it will be for this valley. He can do it. Will he start something. GOVERNMENT BUILDING. Albany has just one building paid for by any government higher than the county. Salem, Eugene and Cor vallis all have fine buildings paid for Dy tne state. Arnany has none. It now has one paid for by the national government. We have a rih tn f-l jubilant over the fact, particularly as u is a goou one.
