FACTS VS THEORY-
To bring the foregoing stated (acts mote
completely to the attention, ind to photo
graph them, aa it were, to toe eye, it it
only necessary to make a comparison of the
average prices of these wools, at recorded
in this tuble for the different pe iodt, and
present the result In tabulated form, thus
giving a comprehensive view of the whole
question, and exhibiting a condition and
atate of facts that no theory of protection
can account for or ignore. Such an av
erage of the price of Ohio washed fleeee
wools for the months ot January, April,
July and October for the periods indicated,
is at follows:

This average of prices discloses that fine
wool maintained higher rates in the market
from 1851 to i860 than any of the other
periods with which the comparison la made,
except from 1824 to 1833, and Us average
is less than 3,V cents per lb below it, which
difference msy be readily accountel for by
the flush timet (rom lS:S to 1833.
Medium wool averaged higher lor 1S51 to
1S60 than from 1836 tu 1846, slightly lower
t!ian from 1824 to 1833 and from I80J to 18
7 1, which last period Included the war
period, and also lower than (rom 1871 to 18'
8o, but ranged considerably highir than the
average from 1SS1 to 189a.
The ptice of coarse wools rulol higher
from 1850 to iSGo than through either of tue
previous periods, and slightly lower than
the average of either of the two which suc
ceeded It, but the average of rates lor the
last period ihows a very marked decline of
prices)as compared with the former.
It sliou'd be noted that In this long period
of years there occurred some circumstances
of fluVi and depressed times which might to
xpected to influence the range of pikes
Thus there were fluid timea horn lSrK to
lS"3, all rally referred to. Toe crisis of 18
37, but strangely, wool ruled higher that
year than any other year of the whole period
and held up for two or time years later.
Th;re was a long depression tiom to
1S50 but these years are pietty equally
divided between the high and low tariff
periods.
Again there was a severe crisis In 1S57
just alter Hie passage ol the lowest tariff of
1 he period followed by a continued depression
ot some four years; brt wool prices did not
decline until 1861. Then came the war
peiiod which cu:d an enormous rise la si',
domestic products, In 1873 came the dis
astrous cr sis of that period, but Strang:,
rgaln, owing to the enormous slaughter of
sheep shortly prior to 1871 in the United
.States, wool maintained for several years
(abnormally high prices but in no way at
tbutableto high duties. Tue depress on
following this cilais continued up to 1877,
