consumer. It ssys five pounds of wool
makes cloth for a suit of clothes and, it
matters little whether the price of wool be
ten or twenty cents. But 'his is not true.
The duty on the amount of weal necessary
to male a suit of clothes is frorr $1.1$ to
i. 50 besides the duty on every other ma
terial that enters into the suit, as buttons,
lining, thread etc. The d;aler will make
his profit whatever the duty Is and the con
sumer pays it as certainly as he does the
freieht upon goods that he buys. But this
is not the worst feature of the policy of
protective du'y on wool. When a duly it
placed on wool the manufacturer of wool
comes befoie congress and says," now that
the price of wool is increased on account of
this duty, I must have a high duty on wool
en manufactures tn order that 1 may com
pete with the foreign manufacturer who
buys his wool f rce , So the duty is placed
at a high rate all along the line until it gets
tl ready made clothing w hen the duty is
simply outtageous. On such articles the
duty in the McKinley law Is placed at 4,9!j
cents ptr pound and 6a per cent advalorcm.
Dear reader did you ever think what that
means? Has the Journal ever seriously re
flected upon this outrageous Imposition up
on 67 millions psople for the benefit of s
few hundreds? Let us analzs and deter
mine the eflect of this dutv. There are
two kinds of duties and both are placed up
on the same articles In many instances
under the present tariff law. A suit of
clothes that cost 812 in Manchester, weigh
ing six pounds, is imported. At th? cus
tom hcuse In New York the oner is re .
quired to pay for the privilege of landing
the goods, 6rst, cents per pound, which
Is called the specific duty and amounts to
82.97 on this suit. Then there is another
duty called the advalorein duty and it is 60
per cent of tSe Cost of the goods, which on
this suit an-.our.ts to 87.20. Adding theie
two duties together we have the sum of
I10.17 as the duty to be paid on a suit of
clothes that cost $12.00 in the foreign mar
ket. This is an actual duty of 84.3,' per
cent. Anl this Is done in the name of pro
tection to labor when ev:ry man of 6enso
knows that $iu. 17 is more than double the
entire labor cost of producing this suit.
Again the Capital Journal says:

representations of New England manufact
uiers of Loots and shoes, and with the aid
of fire trade vot-s in congress, Uides were
put on the free list few years ago. The
other day a farmer brought a hide to the
Silen, market and the butchers refused to
like it atany pric. They said they had
eat difficulty in disposing of the hides of
ieeves they slaughter. Hide? used to sell
at Saleni at fre-m 2 to J cents a pound. The
1 rmer was very much disgusted because he
could not sell hides at Salem.
2'ow it was not a lew years ago that
hides were put on the free list. It was
twenty-one years ago, (in 172) that hides
were put on the free list. "The free trade
votes in congress" that passed the law put
ting them on the free list were nearly all
republicans as that party had a very large
majority at that time. Farmers have been
receiving a good price for their hides for
many years until the present panic set in,
but they were good prices received under a
law that put hides oa the free list. There
never was any but a small duty on hides.
In 1S42 a duty of 5 per c;nt was levied. In
this was increased to 10 per cent and
remained at that until 1ST2 when a repub
lican contrress removed Ihs duty and put
them on the free list. This bill wa? ap
proved by tieneral Grant who Iwas then
president. In Ticw of all these facta we
would say with the Journal that hides do
