Last Tuesday's voting was, in my opin
ion, negative not positive.
lue lesult as a democratic defeat, but
not a republican triumph . Tbe people had
no intention of rescinding their emphatic
anil well coni-iilered repudiation of vicious
republican policies. They could not. how
ever, rtfr.iin froui nml cannot be blamed for
expressing their dissulisfaction with exist-
in;,' conditions.

It ie true that the democratic mrlv was
not le.-ponibie for the condiiions. llut
they existed nevertbebss.
The long period of liimiichl depression
hud reached and destroyed the prosperity of
the coun:ry
liecuperation had bim, but was net yet
aeconiplisncd.
Capital was still timid. Co 'nincrce was
pros'ralcd. Trade wis at a standstill.
Kxorts bad decreased wilh imp wis
Prices were low und taxes were high!
Credits could not bo obtained. Mills were
closed. Money was scarce. Uncounted
thousands were idle. The national treasury
was bankrupt. Discontent filled the land.
For o score cf years the republican party
nad disregarded tho immutable laws of
nature, and, having imposed artificial
conditions of financo and taxation upon the
country and increased enormously the
burdens of taxation by the most lavish
government expenditures, had brought the
country to a point where there was bound
to be a creat rjadion from long prosperity.
It came in the natural order of things in
the interim after the revers.il of policy
bad been decreed and bjfore it h.il been
accomplished.
The parly to suffer was neeosarily the
party in power. It had had no opportun
ity to put in force a naw policy nnd show
its beneficial effect, bi:t discontent frcni
whatever cause is visited naturally upon
the paily in power.
In one respect only can the democratic
party be held responsible for its own rc
verses. Repeal of the iniquitous financial
law left by the republican party upon the
statute books was believed to be essential
to relief, and more time was required for
the performance of this duty than tho im
patient countrv considered necessary. Tni
delay was exasiera!ing and harmful and
the enactment finally took place too late to
counteract the effect upon the party. So
much for the causes, so far a3 they were not
'ocal.
The effect in my view should be, and 1
believe will be, beneficial in result.
After such a period of distmst as we
have just experienced, stability in the con
ditious of trade is the first essential of a
retnm to prosperity. Congress owes it to
the country not onlv to reform tho tariff.
but to reform it at once in a conservative
and careful spirit, but at once. Itodemp
tlon of all party pledges is necessary. Uut
quick redemption of this greatest of party
pledges is more than necessary, moie than
sound policy, more than wise partisanship.
It is patriotic duty.
In accordance with the speed and wis
dom with which this duty is discharged
will, In my view, be the future of the dem
ocratic party.

late assessor of this county, who it will be
remembered tried to commit suicide some
months ago while insane, was taken before
Judge Cleveland today nnd adjudged insane
upon examination by lr rulton, nnd was
taken tonight to the Salem asylum. The
affair is a peculiarly sad one.
