pointed police justice by Mayor Havcnieyer.

term is 10 years. When his term expired
in 188:1, Justice Kilbreth was reappointed
by Mayor K.lson. He enjoyed the distinc
tion of being almost invariably chosen by
his colleagues to preside over the court of
special sessions, which fact was a tribute to
ins legal experience and erudition. Ho is
an excellent judge of character.

with the wishes of tho administration.
This is not due necessarily to any agree
ment he has made, but because he desires
to carry into effect the democratic policy,
and the democratic poliiy he believes is

mittee or not, that committee will favor
the unconditional repeal of the Sherman
n.'t. As to llland himself, it is not yet de
