This Is going to be lilver week in cenjrees
and comervatlve democrati will be very
much disappointed if the result is not
compromise measure that will become a law(
(id settle, at least (or a time, tbe very
troublesome and very Important question.
It has been known ever since congress came
together that President elect Cleveland was
very anxious for this congress to put a atop
to the purchase of silver, which he believes
to menace the prosperity of tt.e country. It
was through the efforts of his immediate
friends in the hojse that Thursday and Fri
day of this week have been designated for
the consideration of tne Andrews bill for the
repeal ol the silver la and amending the
natioaal banking law It is believed that a
sufficient number of democrats In the house
have changed their views on this question to
make the passage of this bill probable by
the house, but it Is no, thought that it can
get through the senate; hence the movement
to effect a compromise that will suspend the
purchase ot silver. Seaator Hill, who voted
for the present ailver law, now holda the
same opinion about the purchase of silver
that Mr Cleveland docs and is working to
bring about Its suspension. This week wilt
determine whether a compromise is possible,
and If It Is not accomplished an extra session
early in the spring Is believed by Mr Clcve-
ladd'a closest friends to be inevitable.
It is probable that there will be some tariff
legislation at this session after all. The
house ways and means committee favors,
and there Is very little opposition anywhere,
to the repeal of that clause of the McKlnley
1 aw which raises the tariff on linen goods
fifty per cent on and after January 1 , 1894.
It is admitted by the republicans that this
clause has failed to accomplish what It was
Intended to do develop the linen Industry
in the Unlten States.
Senator Harris, of Tennessee, says that
Judgs Jackson of that state who has been
nominated to the vacancy on the supreme
court, although commonly classed as a dem
ocrat, and appointed to his present position
on the bench of the circuit court by Mr
Cleveland, Is as good a republican as Mr
Harrison. That there will be strong oppo
sition from both sides of the senate to Jack
son's conBrmation Is certain, but whether It
will be strong enough to defeat him Is net
yet apparent. Some republicans will oppose
him because he Is classed as a democrat,
others because they had served notice on Mr
Harrison that they would oppose any
nomination he made to the vacancy.

oppose the confirmation do so on principle

others who while not opposed to Judge
Jackson personall will vole against his
confirmation because to vote for him would
morally bind them to vote for Mr Harrison's
nomination to the vacancy which his confir
mation would leave in theclrcuit court, and
It is considered certain that a republican
would be nominated. It is creJiiable to
Judge Jackson that not one word has been
said by anybody against his ability and
personal fitness for the honor. Contrary to
precedent his nomination was referred to a
committee, and it will surprise very few
should that committee fail 10 report it back
to the senate.
Representative Blount, of (Jeoi gia, chair
man oflhe House committee on Foreign
affairs, who voluntairlv retires from Con
grcsa on the 4 of March, after having served
continuously therein tor twenty years, was
the recipient on Saturday of an unusal and
unexpected compliment from his colleagues
on the floor of the House. It was while
he diplomatic and consular Appropriation
bill was under consideration that Mr Blount
was Iionered by such phrases as few m;n
have received, fiom political associates as
well as opponents. Among those who nude
speeches in honor of the retiring statesman
were Representative Holman of Indiana;
I IU. HI,; Bland, of Mo,; O'Neill, of I'a,;
Springer, of 111,; and McCrcary of Ken .No
greater compliment than that paid by Mr
llitt, when he said "In the consideration n
public questions Mr Dlount has been a patri
ot and not a partisan, ' has ever been or
ever will be paid a legislator.
The Hawaiian commliion having present
ed the petition of the government t.iey rep
resent lot annexation to the I'nited States, to
Mr Ilanison through the Sec of Stair, are
now wailing as patiently as they may for an
answer. In smte of the mystery with which
the officials of Ihe Stale lepaitmeiit are try
'a r to surround the matter there woud be
little doubt of the character of Ihe answer
were it not so near the closeof Mr Harrison's
term. He unquestionably favors annexati
on, but may, so long as it can hardly be
consummated under nls administration, con
clude 10 leave it for Mr Clsveland and the
democratic Congress to arrange. This is
certainly what he shou'd do.
It is somewhat surprising to sse a rezogul-
zed and Intelligent Democratic paper like
tae Atlanta Constitution favoring the estab
lishment of a road bureau byCongreis. The
The Federal Legislature has nothing to do
with the roads of a State, and the propositi
on should find no toleration among Demo
crats. If the counties or the States cannot
manage such matters without calling on Con
gress local government Is a failure. It Is
the mission of the Democratic party to check
the present tendency 10 nationalize every
thing, and to bring the Federal Couernment
again within Its constitutional limits. More
than a quarter of a century of Republican
rule has done great harm in obliterating the
lines which seperate Stale from proper Fed
eral authority and In confusing the minds of
the younger generation on the subject. Let
us restore the old landmarks.
