time Mr lilaine is doing Mr Harrison a
very great nominal service. True, this
service partakes largely of the dog-in-the
manger kind, for his course operates to keep
all antagonizing candidates out of the
field. In this sense the great premier pprves
his .chief faithfully and well. Whether
this statuqxo can he maintained up to the
day of the convention remains to be seen.
One thing is evident. Many self-respecting
republicans are growing impatient and
restless over this state of things. No such
state of things could exist long in the dem
ocratic party. A sensible republican in
Washington says'the condition is a humil
iating one.
WHAT WE NEICI).
The effort now being put forth to educate
the people up to the point of at least con
senting that the assessors of the several
counties in this state shall assess ill! proper
ty in this state at its actu" 1 cash value as
required by law is a commendable one and
should, and wo think will, meet the ap
proval of ovory honest tax-payer. Let
horses, sheep, mortgages, cattle, lands and
all kinds of property be put this year at its
cash value. It will hurt no tax-payer ex
cept those whose property lias heretofore
been undervalued. It will increase the
taxable property of nearly ever' tax-payer
in the state, but the increased valuation of
the taxable property of the state will make
necessary a corresponding reduction in the
tax rate. It is just as easy to pay a 5 mil)
tax on 8:1000 as a 10 mill tax on gliiOO.
What we most need are fearlew assessors
who will go forth to do their sworn duty
with an approving public sentiment behind
them. Our present law would operate fairly
well if it were duly executed in letter and
spirit. Under the present condition cf
public sentiment in this state no law could
be framed that would give satisfaction.
Honesty among the tax-payers is jut what
is needed at this time. There was a time
when an open tax dodger was regarded
with no greater respect than a sneak thief
but not so now.

The Telegram gives a long account of
llie mceling at Portland on Thursday of
the slate convention of republican clubs,
li says:
The G. O. P. has Wood in its eye this
morning.
The. recent democratic gathering heid lo
perfect a state organization was not a cir
cumstance in confusion and turmoil to the
state convention of Young Men's Repub
lican Clubs held today.
Columbia hall never witnessed a more
stormy meeting than this republican as
sembly.
Two or three motions were continually
before the house and numerous speakers
were every moment trying to be recog
nized.
The course pursued by MultnoTiah
county in reference to the tax and assess
ment question will not contribute to allay
the deeply seated belief in the "cow coun
tics" that that county is determined by
luok or crook to dodce their jnt propor
tion of taxes necessary to maintain the
state administration. It is nothing short
of dUhoi esty to attempt to reduce their
assessment on murtjages from loo cents
on the dollar te litty cents on the dollar
while other counties in the state are as
sessing mortgage, at loo cents on the
dollar. Portland should iiave been the
last in the state to make a breach in the
due execution of the findings of the state
board of equalization.
What every man ivlio believes in fir
dealing in bearing the burdens of taxation,
should do would be to labor to have prop
erty assessed at its true value. And when
property Is assessed at less than its value,
6cek to raise that to its true value, and not
to bring that down that has been assessed
at Its cash value.
The fight for congressman in this district
is on among the republicans. Hermann,
II 1! Miller, of ( IranU Pass, a blatherskite
in Marion known by the jiamc iifV.cer, and
(' K W'olvcrton of this city are candidates.
Batjthen, gentlemen, the democrats will
shortly take the floor am! have something
to say as to who shall represent this district
in'the -Vlrd congress.
At the samotiineand place of holding the
lia'ional democratic convention will beheld
a convention of democrat ie. dubs of the
Union. This will make the largest, most
iinpuruliil and most influential gathering of
democrats ever held in the eountrv.

course pursued by Harrison In the Chill
matters says:
For the sake of the dignity of (lie United
SUtes, which lias already suffered much
by tlie mismanagement of the president in
dealing with the whole unhappy business,

new occasion for offense by an ill-tempered
or a defiant reply to tlie ultimatum dis
patched to her on the :ist instant That
ultimatum might well have been delayed
until the public and congress had had an
opportunity lo read ?nd digest t lie corres
pondence. But Mr Harrison did not wait
to hear from tlie country . He took lime
by the forelock, and, counseling with his
desire to play a great and warlike role,
built another lire for the production of
more hot and confusing smoke.
l)ut people of the United Slates have no
desire to humiliate or trample upon Chili.
They recognize that each government is
naturally biased in favor of Its own view
of the terrible events of October, and be
fore wishing to proceed to extremities they
have the willingness of a civilized and fair
nation to remain calm until tlie exact facts
shall be proved beyond question. Con
gress, in both its brandies, is controlled lu
men of a very different measure and spirit
from Mr Harrison. Ills recommendations,
when they mav not be supported by Inev
itable inferences from facts, will have little
weight with them. They will, independ
ently of the suggestions of his small in
tellect and large ambition, form their own
judgment on the correspondence at last so
reluctantly laid before them.
It is apparent, now that we are in pot
ession of the facts, llipt there is nothing
beyond remedy in the situation. Whether
it would be In accordance with diplomatic
usage or not to withdraw Minister Egan,
as Chili has requested, is a point aside from
the main question. No matter whether
he has been altogether judicious and blame
lesB or the teverse, the fact is Indisputable
that he now is a cause of friction. With a
powerful nation we might be excused for
standing on punctilio like a duelist, but
with a republic of Chili's proportion she
with her scant three millions of population
against our seventy millions and boundless
resources we cant but elevate ourselves
in the world's esteem by evincing mag
nanimity. Had we at Santiago a man who
should at once be personally agreeable to
the government and people there, and tn
the enjoyment of his country's confidence
in his purpose and discretion a statesman
unferered bv a sense of personal injury,
one as broad-minded as his nation is
strong, and solicitous only for peace with
honor, there would be no more danger of
hostilities with Chili than there is of war
between the United States and Hawaii.
The democratic county central commit
tee met in this city to-day and fixed March
Sth as the day of holding the county con
vention and March the 5'.h as the day of
holding the primaries. The utmost good
feeling was manifest all around and the
usual victory in the county is confidently
predicted by all. From every point comes
tlie word that many republ'mans are luke
warm in consequence of llie passage of Lhe
McKiniey bill and the general exploits of
the billion dollar congress. Democrats
every where in the county seem eager for
the canting fray.
Democrats of Wiscansin do not hesitate
to assert that they will carry that state for
president in November.
