pobition of the democratic majority on the
question of subsidies and bounties. The flnt
resolution, which declares against subsidies
and bounties in every form and also against
lending the credit of the government in ai i of
private or corporate enterprises, in language
that admits of no misunderstanding or evasion,
was adopted by a vote nearly as large as the
fall strength of the democratic membership
whilst the antagonistic vote was less than half
the republican strength. That settles the fate
Of every scheme for subsidies or bounties that
may come before the present congress, and it
may be taken as a heavy blow and sore dis
cour.ig?m:nt to the proposition to indorse
the bonds of the Nicaragua canal scheme for
$100,000,000.
The sec9nd resolution was also adopted, but
by a smaller vote in its favor and a larger one
against it. The explamtion of this diminished
support is the fear that it might be constructed
into a declaration against such appropriations
as that for river and harbor improvements. Mr
Molmin had explained that the resolution was
not intended to have that nairow construction,
It simply declares against unnecessary and
lavish expenditures and that "no money ought
to be appropriated by congress from the public
treasury except such as is manileslly necessary
to carry on the several departments frugally,
efficiently and honestly administered." Suck
work as that of river and harbor improve
ment is the regular work of a department, all
the money being expen Jed under the manage
ment of the officers of the government. It is
part of the ordinary administration of public
aflairs and therefore the declaration of the
resolution dees not apply so long as the work
is done with due regard to economy, efficiency
and honesty. With this understanding there
is no reason why the declaration should not
have the full support of the democratic party,

man resolutions will receive the hearty appro
val cf the great mass of people, outside as
well as inside the democratic pat: v.
The republican congratulate themselves oa
their shrewdness in having anticipated the
action of the democratic congress by making
the steamship subsidies and sugir bounty part
of the permanent expenses f the government
for a term of years.theiefcrj compelling annu
al appropriations lo meet them uuless the
credit of the government is to be impaired.
It was a shrewd trick but it is not impossible
that a way may be found to circumvent the
scheme. There is a grave question whether
subsidies and bounties to individuals and cor
poration are not in ccfiict with the constitu -tion.
That question may be settled by the
highest courts before lor.g. There can hardly
be a difference of opinion as to the inequality
of such a policy and its unfairness to enter
in i.-es a.id industries that hive lo struggle
along without such help. If the subsidy and
Lounty legislation of the last congress can Le
repealed it ought to be, and the state of the

A bill to take a census of the population
of New Yor k has become a law. As soon
as the census is complete a new district
ing of the state into assembly and sena
torial district will be made. The World
estimates that a fair apportionment will
make the legislature democratic on joint
ballot by majorities ranging f'om 14 to 3S,
based upon the result of the lat election.
It is to be hoped that the democrats in that
atatc w ill make a fair, straight-forward ap
pointment both for legislative and con
gressional purposes and thus place the ban
of party condemnation upon the scheme
of gerrymandering.

capacity when any serious strain is put

servers of Mr Maine's physical condition
during the last two years that he Ua hope

viction can hardly be resisted that many

tensible candidate, are simply masquera
ding under his acknowledged exceptional
popularity to advance their own personal

telligent political circles that the immedi
ate friands of President Harrison are
specially interested in keeping him before
the public as an apparent candidate,know
Ing that he could not accept a nomination
if tendered to him, and hoping to prevent
other candidates fiom entering the field
and acquiring formidable strength.
Mr Blaine has rendered great service to
the country, and at no time has it been
more conspicuous or more deserving of
popular ad-r.iration than during his present
Premiership. He was the only statesman
of his party In the great contest for the
revision of our tariff policy. But for his
enlightened statesmanship and unfalter
ing courage the McKinley bill would Pot
have contained a single feature of reci
procity, and the party would have been en
tombed beyond the hope of resurrection.
The one element of strength that now re
mains for the republican party in the next
national contest, is Mr Blaine's reciprocity.
Thus he saved his party from wrecking
itself and 'he has been as eminent in
.liplomacy as he has been in statesmanship
duiing his service In the present Cabinet.
Let Mr Blaine have rest; let him have
